Chapter 518: Not being home, I don't know how expensive Chai Mi is

If you don’t be a leader, you don’t know how expensive it is. It’s really a money-burning thing to do in industry, and Feng Xiaochen has now deeply realized it.

Feng Xiaochen in his previous life had seen big money. The country invested in large aircraft, and the investment was more than 100 billion yuan, and integrated circuits was more than 100 billion yuan. At that time, the amount of billions was just a "small money" for the country. There was even a city that had any industrial revitalization plan, and the investment was calculated based on 10 billion yuan.

But in the early 1990s, China was not so rich. The GDP of the entire country was more than 2 trillion yuan and its fiscal revenue was 350 billion yuan. It should be sprinkled in national defense, education, health, agriculture, poverty alleviation, public security, administration and other aspects like pepper. The investment in science and technology was less than 20 billion yuan. And these 20 billion yuan can not be used for experiments and research, but to pay the cap and administrative expenses of the entire scientific research system. It can be imagined how much money can actually be left for research and development of a certain technology.

The finance department could not afford to pay, so it could only encourage all units to "create income". The schools held various training classes to make money. The hospital contracted the departments to make money. Research institutes had no means to make money, so they rented an office building to an outside company to collect some rent to improve the lives of employees. Some critics from later generations stood at the moral level and accused departments at all levels of the year of turning various people's livelihood into "industrialization". There is no doubt that the reasons for this accusation were very high-end, but unfortunately there was a lack of some historical knowledge. In 1992, if China did not engage in industrialization, I am afraid that the teachers and doctors in the hospital would have gone to sea to make a living, so how could they leave any talents?

The same is true for equipment industry companies. As an institution that undertakes major equipment research and development tasks, equipment industry companies must organize enterprises and scientific research institutions across the country to carry out various technical research, which all require massive investment. The research and development of equipment industry often takes more than ten years or even decades to see results. Who can afford such long-term investment?

The most outstanding thing about Feng Xiaochen in equipment companies is that he is good at making money. To the jokes of Wu Shican and others, Feng Xiaochen almost got into the money. In the past, the Reinstallation Office issued R&D projects to scientific research institutions, basically leaving money behind and not taking into account any costs and benefits. Since Feng Xiaochen proposed to establish the Equipment Industry Fund, scientific research in the Reinstallation Office and later the Equipment Industry Company has become an activity that requires the calculation of profits. Feng Xiaochen asked the Technology Office to emphasize that when each project is issued, the research must be transformed into productivity and to form patent technology. He also specifically required researchers not to publish academic papers without authorization after breaking through a theoretical difficulty. The conclusions must be made public before the patent formed by the research can be submitted to the application.

In the early years, many scientific research results in China had made such mistakes, that is, researchers lack economic awareness, and if they have a new discovery, they quickly wrote articles and published them. Western companies were inspired by these articles to develop practical technologies and applied for patents. When Chinese people wanted to use this technology, they realized that they were no longer the owner of the technology and had to pay high patent fees to foreign countries.

This situation cannot be attributed to the fact that Chinese researchers have insufficient IQ. People with low IQs cannot produce innovative results. The reason why Chinese researchers do not attach importance to scientific research patents is that there is no economic connection between scientific research institutes and enterprises. Scientific researchers do not understand the needs of enterprises, and enterprises do not know what research they are doing. Finally, one achievement can be applied in enterprises. Not only can the relevant scientific researchers not get paid, but also have to take on the work of guiding the technology application in enterprises, which is equivalent to causing trouble out of thin air.

Since that is the case, why do scientific researchers care about whether or not patents are required? Hurry up and publish their achievements and make a few high-level articles to evaluate a professor. This is the most affordable thing.

Feng Xiaochen understands these problems. After he graduated from the Academy of Social Sciences and entered the equipment company, he vigorously promoted the combination of scientific research and production. He had experience in his previous life, and was able to point out the direction of scientific research and let relevant scientific researchers work in these directions. All the results have good application prospects. Once a breakthrough is made, they can quickly form productivity and convert them into profits. It is precisely because of such operations that equipment industry companies have been able to continue to promote scientific and technological innovation in the past few years without being restricted by funds.

This time, Feng Xiaochen seized the handle of the Sengo Steel Factory and forced the Sengo Steel Factory and Iketani Manufacturing Factory to transfer some of the core technologies to China. The transferee of the technology was naturally Feng Xiaochen had the final say. His consideration was that the Equipment Industry Company would acquire these technologies and then transfer them to Jiangcheng Steel Factory and several companies that undertake ethylene equipment manufacturing tasks to obtain a profit.

The technology transfer fees paid by these companies to equipment industry companies were actually not taken out of their own pockets, but were investments used by the state to build large ethylene equipment. The money was allocated by the state's finances to equipment industry companies, and the equipment industry companies were then paid to each company in the name of equipment subcontracting fees. Then, the company had to recover a part of the money in the name of patent usage fees.

There is no way to go back and forth like this. When it comes to responsibilities and rights, it must be clear. If, as in the past, everyone thinks that money belongs to the state, it doesn't matter who puts it in his pocket, and it will ultimately not be able to mobilize the enthusiasm of various enterprises. The so-called economic management of economic issues, in a simple way, is to put it simply, "brothers, settle accounts clearly." The state recognizes the autonomy of state-owned enterprises and allows state-owned enterprises to have profits, but these profits must be earned by themselves, and don't expect to get benefits from the state for nothing.

Such a management method is not suitable for elderly people like Luo Xiangfei. Even younger cadres such as Wu Shican and Wang Genji feel it is a bit inconsistent. However, after several years of practice, everyone has to admit that this method is indeed much more effective than using administrative orders in the past. In the past, administrative orders were used to manage, and subordinate units were doing well and bad, and it was difficult for superior departments to favor one over the other. Some departments would emphasize a lot of objective reasons to superiors without completing tasks, so that you could not punish them.

After switching to economic means, there is a simple contractual relationship between superiors and subordinates, and all responsibilities and rights are written on paper. When the time comes, the contract will be held, and what should be done? The equipment company holds the national equipment orders. If all companies want to make money and live a good life, they must obediently follow the instructions of the equipment company and fulfill their requirements.

When Luo Xiangfei saw this change, he no longer interfered with Feng Xiaochen's various actions. As he grew older, Luo Xiangfei gradually felt that he was ineffective, especially when it came to fighting wits and courage with his subordinate companies. He could no longer deal with it, so he just left it all to Feng Xiaochen to deal with it. This time, Feng Xiaochen blackmailed two Japanese companies and planned to convert the technology obtained into the company's profits and then invested it in research and development. Luo Xiangfei was just asking about this and did not intend to vote against it.

"600,000 tons of ethylene are a key project of the National 85th Five-Year Plan. Our equipment company has made a guarantee to the central government to ensure that the construction of this project must be completed before the end of the century, and all core technologies must be localized. Although we have obtained some of the technology from the two companies, Sengo and Ikegai, it is still very difficult to digest and absorb these technologies. You must be fully prepared. The transfer of technology to various companies must be implemented as soon as possible. Don't waste time because of bargaining, do you understand?" Luo Xiangfei told Feng Xiaochen.

Feng Xiaochen replied: "Director Luo, don't worry. Although I am greedy for money, I know the limits. I have already spoken with them on the phone to talk about a cooperation intention. The technology I got from Senho Steel this time is not only low-temperature steel, but also several other types of steel, which are currently unsubstantiable in China and need to be imported from abroad. If Jianggang gets these technologies, it can quickly fill the gap. The market prospects are very broad, and they will not be unwilling to be moved.

However, the technology of ethylene three machines is still a bit troublesome. Chigu Production Institute transfers some core technologies, and it also takes some effort to transform them into our own design. The key to this matter is with the Petrochemical Design Institute. Only by mobilizing their enthusiasm and allowing them to complete the absorption and transformation of technology as quickly as possible, take out the design drawings, Beihua Machinery, Xinyang Secondary Chemical and other companies can start trial production."

"Have you contacted the Petrochemical Design Institute?" Luo Xiangfei asked.

Feng Xiaochen said: "Since last year, we have been in contact with them. Director Wu has a good relationship with them, so he has always been responsible for the work. I just talked with Director Wu and learned that the work progress there is not optimistic. Although Director Wu did not say it clearly, I can feel that the other party seems to be not very active in the tasks we entrusted.

Originally, we did not obtain the core technology of ethylene three-machine from abroad, so it would be fine if the work of the Petrochemical Design Institute was delayed. Now we have obtained the technology from Chigu. It would be a pity if the time wasted because the Petrochemical Design Institute could not cooperate."

Luo Xiangfei knew that Director Wu, who Feng Xiaochen mentioned, refers to the company's technical director Wu Shican, who is a rigorous scientist, but he lacks the ability to coordinate interest relations. Luo Xiangfei said: "Xiao Feng, Lao Wu is not very good at doing such coordination work. I think you should take some time to go out and go to the Petrochemical Design Institute to touch the situation."
