Section 172 Army Town

On December 29th, Zhu Mao surrendered to Huaiyou.

On January 18, 2018, the sixth year of Jingtai, Jiang Feng, Gongcheng County, requested the imperial court to re-establish Huaiyou Town, Wuning Town, Tianping Town, Pinglu Town, and Ziqing Town Governor's Office, and at the same time, the Xuzhou General Administration Office was established, with five towns under its jurisdiction.

Among them, Tianping Town governs the five prefectures of Cao, Pu, Yan, Yun, Yi, Pinglu Town governs the four prefectures of Deng, Lai, Mi, Hai, and Ziqing Town governs the four prefectures of Zi, Qing, Qi and Ji.

The jurisdiction of Wuning Town was changed to the five prefectures of Xu, Si, Ying, Bo and Suzhou, among which Suzhou was newly established and the prefecture was Tongqiao. Fuli and Qi counties, which were originally belonged to Xuzhou, were assigned to Suzhou, Linhuan of Bozhou, and Hong County of Sizhou, were assigned to rebuild Suzhou in the third year of Taihe of Emperor Wenzong of Tang Dynasty.

Huaiyou Town governs the eight prefectures of Guangzhou, Xuzhou, Shouzhou, Luzhou, Haozhou, Hezhou, Chuzhou and Shuzhou.

Including these five towns, there are only twenty-one states in Jiang Feng's hands. Cao and Pu are still nominally in Daliang, Guangzhou is occupied by Nanyang, and Yingbo and the two states in Yuan's hands, so it is still somewhat unworthy. However, Jiang Feng requested to obtain the title of the court and clarify the ownership of the states, such as Yingbo and Caopu.

Jiang Feng has considered the issue of establishing the five towns for a long time and has held many consultations with his subordinates Chen Wei, Cui Shang, Wang Huang, Du Tuo, Yang Xun and others. There are also many differences on this issue.

Since the Tang Dynasty, the division of administrative regions has changed a lot. From the beginning, the prefectures were changed to counties, and then counties were changed to states, and then divided into roads, and then interviews were set up to monitor the states. At this time, this road was not yet a real administrative region. It was not until the Anshi Rebellion that in order to strengthen the defense of the border areas, cross-state observation, strategy commander, and defense commander began to appear, and then evolved into the jurisdiction of the Jiedu, which completely disrupted the three-level mechanism of Daozhou and County. However, it did not completely follow the jurisdiction of the Jiedu (Father Town) at the Dao level. It finally appeared, which became the beginning of the separatist rule of the future.

The vassal states are basically called towns. One town has at least two or three prefectures, and most of them are more than ten prefectures. The vassal states such as Liang, Jin, Wu, and Yue were even given kings and surrendered to the state.

Although Jiang Feng is still the identity of a county duke in Pengcheng, I believe that after taking over the Panglu Ziqing, it will only be a matter of time before he can win the title of a prince. At least now, Jiang Feng needs to be given the identity of a county duke. However, the current situation in the court is not good, and with the war in the Central Plains, I probably don’t have much thought to pay attention to these things.

There is no fixed number of prefectures and counties in each town, so it is normal to add, subtract and precipitate.

Now Jiang Feng proposed to the court to divide the jurisdiction of the governor of Pinglu Ziqing in two, and to divide Haizhou into Pinglu Town. At the same time, the Taining Army also adjusted the jurisdiction of the territory, and proposed to establish Tianping Town, and to transfer the two prefectures of Caopu, which are still under the control of Daliang, into Tianping Town.

The jurisdiction of Wuning Town was also adjusted. In the late Tang Dynasty, Wuning Town governed the four prefectures of Xu Si and Suhao. Later, Suzhou was withdrawn, and Wuning Town became a military town. Now Wuning Town is rebuilt, and Suzhou is restored. However, Linhuan is now owned by Bozhou, and Bozhou is controlled by Yuan's family, which can only be considered a remote establishment. If you want to restore governance, it depends on the future development of the situation.

Hezhou in Huaiyou Town has not been included in the governance, but now the war between Li Wu and the ant thief in Jiangnan has entered a stalemate stage, and both sides are already feeling exhausted. Li Wu does not have much energy to ask about Hezhou, a small state that originally had a heavy status but small area, and even does not have any regular garrisons in Hezhou.

If Huaiyou wants to win, it will be just a small task. It is just a matter of consideration of the impact, future trend and the main target direction of Huaiyou in the next step, so it has not moved for the time being.

Now the administrative divisions of the five towns have come out, but how to manage them is a complex issue.

Five towns were established, and each town had a governor's office. The governor's office was mainly responsible for military affairs. For example, the Huai You Army was divided into left and right wings, and each wing was set up with five armies. It turned out that a considerable number of elite troops were transferred to other towns. For example, the newly established Zibo Qing Army was also divided into left and right wings, but each wing was set up with eight armies, which means that the configuration of the troops set up in each military town was not consistent, and it needed to be strengthened and reduced according to the situation.

Judging from the current military situation, the situation in the south will be relatively peaceful, and the biggest possibility may be the front lines of the Hanzhou and Shouzhou, but one Huai Right Army, 25,000 troops on the left and right sides of the ten armies are enough to deal with it.

However, the newly established Tianping Town, Ziqing Town, and Wuning Town, which are north of the Huai River, may face a very serious situation, so the troops of these three towns are all set up in the pattern of the 16th Army, and may even be fully organized to the 20th Army in the next step.

At the same time, Jiang Feng ordered the revocation of the single cavalry organization, and the maximum cavalry organization was set to one army of 2,500 cavalry, and was organized into each army town according to the needs of each army town. For example, the cavalry organization of Ziqing, Tianping and Wuning was more than three armies, and the cavalry organization of Ziqing and Tianping Army was all four armies.

For Jiang Feng, the biggest gain in winning the Pinglu Army was the cavalry.

Among the 50,000 troops in Pinglu, the number of cavalry exceeded 10,000, and there were many horse farms in Pinglu territory. The war horses they raised were of excellent quality, not much inferior to those raised by the Hu people in the North.

In addition, these soldiers have been trained for a long time and have considerable combat effectiveness. Now they are included in the bag. The newly built Ziqing Town and Tianping Town cavalry mainly come from this group of cavalry.

The cavalry in Wuning Town and Pinglu Town mainly comes from the newly formed cavalry of Huaiyou after taking over Yanyunyi and Xuzhou, based on the Taining Army and the Invasive Army cavalry.

The establishment of five new towns solved the problem of the army. In fact, these troops were named a certain town, which may be reflected in the source of these soldiers in the army. In the future, the supplement of these soldiers in the army will mainly recruit and recruit from the prefectures and counties under these military towns. The others are basically irrelevant to the military towns.

The troops of these military towns are firmly in the hands of the Shumitang under the future Xuzhou General Administration. The logistics department has completely broken the traditional way of supplementing from the local government and changed to being unified by the Logistics Department of the Shumitang. The logistics department will also set up military warehouses within the jurisdiction of each military town to be responsible for the unified allocation of various materials for food, supplies, weapons, armor, and equipment. The supplement of these materials is also uniformly purchased by the Logistics Department from local merchants, and is not linked to local governments.

This change is earth-shaking, especially in the procurement of grain. The collection of grain every year was originally the most important task of the government, and the main destination of collecting grain was to provide it to the army. Now the government is no longer responsible for collecting grain, but instead collecting fixed amounts of money and taxes. This cannot be said to be a change that has created the world.

Regarding this, there is also fierce debate within Huaiyou, mainly because of the relationship between money and grain prices. It is an old problem to harm farmers due to low grain. If the government only collects money but no longer charges physical goods, will it cause the price of grain to fall?

In addition, once a famine occurs, will the grain price rise to a point that farmers cannot accept?

These are an unavoidable problem in feudal social economy. Of course, the traditional method is nothing more than setting up a permanent settlement position, but this method also has many disadvantages.

In Jiang Feng's view, the best way is to increase the efforts to develop the market economy and adjust through the market.

Of course, this is still an initial budding economic system, but he believes that with Shouzhou's ceramics, shipbuilding, Xuzhou's iron smelting, Haizhou's salt maker, Xuzhou's tea maker, and Shuzhou's silk weaving industry, these industries have already developed sufficiently. If they can be guided consciously and encourage the promotion and innovation of new technologies, then these local characteristic industries will develop rapidly and develop into industrial centers, which is very likely.

Jiang Feng didn't think he was pulling out seedlings to encourage growth.

In fact, after the late Tang Dynasty in history, the emergence of capitalist economy had already appeared in the Song Dynasty, and the capitalist economy itself was built on large-scale workshop industries that were played out.

In this time and space, the two-cooked and three-cooked systems will be promoted in this year, and the increase in grain output will be promoted, and labor will be liberated to be invested in industry and commerce. Only by establishing this virtuous cycle can the economic foundation that will support the possible greater foreign war in the future.

There are many problems that trouble Jiang Feng, but the most urgent thing is the management system of each town.

The Governor's Office solved the military problem, but the Xuzhou General Administration, which he proposed, had jurisdiction over twenty-one prefectures, more than one hundred counties, such a large area, such a large population, and many of them, especially many of whom had just taken over. It is simply possible to quickly and smoothly incorporate them into their own governance system.

As for the current governance system, even though I began to consciously conduct rotation training of officials and training of officials when I was in Wuzhou, my jurisdiction has expanded too quickly. The newly added officials are just a drop in the bucket. To a large extent, I can only follow the original system pattern. The original governance pattern is difficult to adapt to Jiang Feng's administrative management requirements for these places.

Of course, Jiang Feng also knew that this was not something that could be solved in a short period of time. At the same time, his main energy could not be put on it for a long time. Military affairs were his main energy. However, if he wanted to take the initiative in future wars and have a solid foundation, he had to prepare for it early and start preparing earlier.

With such an administrative management system, the administrative structure of the prefectures and counties at the same level as a town between the prefectures and the prefectures, it has become the most urgent problem facing Jiang Feng.
