Chapter 518 Main body completed

At two o'clock in the afternoon, the Changlong Shipyard construction site was filled with colorful flags and gongs and drums!

As early as last year at the founding meeting of Linghai Economic and Technological Development Zone, Secretary Ye asked development zone cadres and business leaders to race against time to learn "Shenzhen Zheng Speed" and "Pudong Speed".

After a year of intensive construction, the main project of Changlong Shipyard was completed one and a half months ahead of schedule.

Not only Secretary Ye, Mayor Qian and other Linghai City leaders came to attend the completion ceremony of the main body, but also Vice Mayor Qin of Binjiang City who was in charge of industry also came.

Leaders from the Port Supervision Bureau, Binjiang Municipal Planning Commission, Binjiang Customs, Binjiang Entry-Exit Border Inspection Station, Health Quarantine, Commodity Inspection and other departments were also invited to attend the completion ceremony.

As a development zone cadre who has contacted so many law enforcement units on the river and is in charge of the Changlong dock project, Han Yu cannot be lazy or hide from leisure. He has to help receive leaders from various units on the river. He is as busy as Tang Wentao, deputy director of the management committee.

.

Boss Wang from Changyu Shipbuilding Plant, Boss Wu from Linghai Shipyard and Lao Ding, Vice President of Changlong Shipyard (Dock) Co., Ltd. were the most excited. Even in such a cold day, they still wore suits and leather shoes, like the groom's official coat.

Dahonghua was busy introducing the progress of the shipyard construction to the leaders.

The chief engineer of the Navigation Engineering Bureau, who is responsible for the design and construction of the dock, is being interviewed by Binjiang TV, Linghai TV and other media.

The gray-haired old engineer showed no stage fright when facing the camera. He said with excitement: "This dock is a drainage and pressure-reducing dock built directly on the clay foundation. It is the first dock built in Jiangnan Province without considering its own anti-slip walls."

Stable, 100,000-ton shipyard with large buttress walls.

The dock has an effective length of 300 meters, a width of 82 meters, and a depth of 3 meters. It can be used to carry hulls of more than 100,000 tons, or large ships built in sections. If the resources in the dock are tight, a separation wall can be built to serve as two

Boat docks or even three docks are used.

The water content of this dock is close to the flow limit and the void ratio is large. It is the first time in China that a dock is built directly on a clay foundation like this. Because we have taken a series of measures in the structural design and construction, the dock structure is lighter and more economical.

A large amount of concrete is used less and a large amount of steel bars are saved. At the same time, it creates conditions to ensure the quality of the dock and shorten the construction period. It can also provide certain experience for the design of future docks and locks in our country..."

After interviewing the chief engineer of the Navigation Engineering Bureau, the reporter then interviewed the person in charge of the dock door design and construction unit.

"This floating box-type dock door has a novel structure and has the dual functions of water blocking and pump room. The top of the dock door doubles as a pedestrian bridge. It is similar to the harbor gate in hydraulic structures, but it is different. Water-stopping properties

Good, easy to operate and maintain, and has certain promotion value..."

It has been two and a half months since Guo Weitao was transferred to the 5th Marine Police Squadron as the deputy instructor. During this period, he has been to the dock construction site more than once, looking at the leaders who were visiting the dock room, and then at the person in charge of the dock door design and construction unit who was interviewed.

Everything feels so unreal.

The so-called dock is a huge, deep, rectangular "pit".

There are only dozens of cable piles on the east, west, and north sides of the dock. There are no tall gantry cranes like those in large shipyards, nor cranes like those at the Binjiang Port cargo terminal. There are not even a few houses, and the surrounding area is empty.

A desolate place.

As for the houses in the northwest corner, they were public toilets built unexpectedly for the completion ceremony of the main body. Otherwise, the leaders attending the ceremony would not have anywhere to go to relieve themselves.

The so-called dock door is not a gate, but a huge steel pontoon, or a ship that can be filled with water and sink!

This pontoon-type dock door has three decks. Below the lower deck is the fixed ballast tank, above it is the water pump motor room, and on the side of the water pump motor room is the water tank. Above the middle deck is the overflow tank, with two ladders on both sides of the overflow tank.

There are overflow cabins on both sides of the two ladders, and the top is a pedestrian passage.

When the dock needs to be dewatered, a tugboat is used to drag the 10,000-ton dock door over, fill it with water and sink it to the side facing the river. The east and west ends are close to the "door frame" of the dock and the "threshold" below the dock.

.

There are rubber pads on the dock door and the "door frame" of the dock, which are tightly attached to stop water.

Once it has sunk to the designated location and been reinforced, several ultra-powerful water pumps in the floating box-type dock door will be turned on to drain the water in the dock into the river until the water in the dock room is emptied.

If the ship being built in the dock is to be undocking, open several water injection valves on both sides of the dock's "door frame" to allow river water to flow into the dock.

Wait until the water level and water pressure in the dock are equal to the water level and pressure outside the dock, and then open the water pump in the pontoon-type dock door to discharge the ballast water.

When the water rises, the floating box-type dock door can be towed away by a tugboat. Ships that have completed construction or overhaul in the dock can enter the Yangtze River with the help of the tugboat.

All in all, this expensive pontoon-type dock door has all the characteristics inherent to a ship. It is a strange-looking 10,000-ton ship.

Boss Wang and Boss Wu have complained more than once. If I had known it was so easy to build it myself, I could have saved at least millions.

However, they were just complaining behind their backs. After all, they had never built or even seen a floating dock door before, and they did not dare to make fun of a project that involved such a large investment and was directly related to safety.

Just when Guo Weitao was secretly thinking that this was not a shipyard, and it didn’t even look like a shipyard, Secretary Ye, with the humility of Vice Mayor Qin and the Port Supervision Bureau Tang Bureau, announced to fill the shipyard with water amid a burst of warm applause.

I saw six huge culverts on both sides of the dock's "threshold" beginning to pour river water into the dock room. It became smaller and larger at a speed visible to the naked eye, and the flow rate changed from slow to fast.

When Vice Mayor Qin and Secretary Ye and other leaders, accompanied by Vice Mayor Shen, Boss Wang, Boss Wu and the Fish Bureau, walked from the river embankment where the ceremony was held to the door of the floating container dock, they looked at the dock from the ruler.

The water is already forty centimeters deep.

The Fish Bureau said it would take three and a half hours to fill the dock with water.

The cold wind was blowing, and it was so cold by the river. Naturally, the leaders would not wait here for so long. After visiting the floating box dock door, they went home one after another.

The three engineers from COSCO stayed and watched the water injection together with the Fish Bureau, Director Tang, Boss Wang, Boss Wu and the person in charge of the construction unit.

At this time, the full-swing tugboat purchased from the port authority at a large expense arrived.

Under the command of Linghai Port Supervision Director Han Xiangning, who was responsible for the water injection test, the tugboat anchored in the waters about one kilometer away from the dock gate.

The leaders had all left. Guo Weitao, who was in charge of security, didn't have the same scruples as before. He went up to us and asked, "Fish Bureau, it's cold outside. How about we invite some engineers and Boss Wang? Boss Wu, please go to 001. There is air conditioning in 001."

"Just stay here. We can't get on the boat now, and we can't leave people here."

"Can't leave people?"

Han Yu looked at the dock door and whispered: "This is a water injection test. Anything can happen. Safety is more important than anything else. I don't worry if I don't keep an eye on it here."

An old engineer from the Navigation Engineering Bureau smiled and explained: "The dock is 82 meters wide facing the river, but the floating box-type dock door is only 66 meters long. There are more than ten meters long dock walls at the east and west ends of the dock door, and there are water injection channels.

In the dock wall, although we are confident in our design and construction, as Director Xiao Han said, safety must be considered when doing water injection tests."

Guo Weitao reacted and did not dare to say anything anymore.

My immediate boss attaches great importance to safety. For example, the dam outside the floating dock door was demolished a few days ago. He was worried that the floating dock door and the more than ten meters of dock walls at both ends would not be able to withstand it, so he formulated several sets of procedures similar to those for flood control and emergency rescue.

Contingency plan, and I stayed here all day and night, barely sleeping a wink.

He pays more attention to fire safety.

If you don’t participate in the training and don’t listen to his lectures, you really don’t know how dangerous water fire fighting is.

Almost all firefighters died in major water fire accidents in the past decade.

Moreover, fire fighting on the water is completely different from fire fighting on the shore. You don’t just turn on the high-pressure water cannon and spray water wherever there is a fire.

If you encounter a fire on an oil tanker or a ship transporting chemicals, you cannot put out the fire with water.

For example, if there is a fire in the cabin, you cannot rush in with a water gun, otherwise no one will survive if there is an explosion.

In addition to possible explosions, the fire-fighting system on large ships may also annihilate the firefighters, because there is a carbon dioxide fire-fighting system on the ship. If you don’t understand, which valve you accidentally touch, or the carbon dioxide gas tank in the cabin is because

If a fire leaks, firefighters who do not have oxygen masks or whose oxygen masks are of poor quality will suffocate to death due to lack of oxygen.

The Fish Bureau also talked about a very controversial case.

The Maritime Transport Bureau has an offshore passenger ship that caught fire in the cabin when it docked. The crew transferred the passengers ashore in time. The crew who had no time to disembark jumped from the bow of the ship into the river to survive.

All the corporate fire brigade at the port were dispatched, and the fire brigade on the shore also sent hundreds of fire engines and dozens of fire trucks. However, the fire in the engine room was not extinguished because the door was not closed well, so all water cannons and water cannons were used to release carbon dioxide.

Spray water into the cabin.

Two firefighters died during the firefighting, and many more were injured.

The passenger ship eventually capsized and sank to the bottom of the river. It was later raised using the largest salvage ship in the country.

The fire broke out in 1994, but to this day many crew members in the Maritime Bureau believe that the passenger ship would not have sunk if it were not for the help of the fire brigade on shore.

In other words, if someone who knows how to fight fire on the water directs the firefighting, the fire can definitely be extinguished and the passenger ship will not sink. But the fire fighters on the shore do not understand and know how to spray water to extinguish the fire. As a result, too much water is injected and the passenger ship loses its balance and capsizes.

Every row is like a mountain, and fire fighting on the water is very professional.

Therefore, at the symposium held after the establishment of the Water Fire Fighting Association, the heads of various enterprises and institutions along the river and the heads of several corporate firefighters made it clear that laymen cannot command experts in the event of a water fire!

No matter the leader of the Changhang Branch or the Water Branch, no one can give orders to the firefighters even if Director Chen of the Municipal Bureau comes in person.

At the meeting, a list of water fire fighting commanders was drawn up. Fish Bureau was the first on the list of commanders. Also on the list were Fang Guoya, the fire chief of Binjiang Port Enterprise, Chen Zikun, acting director of Bailonggang Police Station of Changhang Branch, and

Ma Jintao, captain of the 5th Marine Police Squadron of the Water Branch, and others.

It is worth mentioning that the harbor surveillance barge quickly transformed into a police barge, or to be precise, it became the "first sentry on the Yangtze River"!

The Water Branch and the Linghai Public Security Bureau arranged for special personnel to rearrange the arrangement. Inscriptions from provincial leaders were hung in the command and dispatch room. The small meeting on the second floor almost turned into an honor room, filled with pictures of Binjiang Marine Police performing various tasks since 1988.
