438 Immortal Officials and Immortal Officials

As expected by the Jade Halal King, Di Jun is now studying the human race’s problems.

For Di Jun, the demon race cannibalize people and use humans to bury people are just small problems. Not to mention human race, he does not prohibit the demon race from killing each other. The survival of the weak is the value of the demon race. More than half of the demon races cannot end well and eventually turn into food for the same race. In terms of this proportion, the human races eaten by the demon race are really just a small matter.

Moreover, from the perspective of heaven and earth, the living space in the prehistoric world is limited. With the reproduction ability of the human race, if it is not limited, it will take less time. In order to compete for the living space, the human race will still have wars, and countless casualties will be killed or injured. From this perspective, burial and war are just ways of self-regulation in the prehistoric world.

However, God has the virtue of living a life, and Di Jun cannot let this kind of thing be ignored, because if there is no restriction, the human race, as a race, may be eaten and killed by the demon race. After all, no matter how many human races there are, they cannot withstand the demon race eating and killing every day. Managing and protecting each race is the responsibility of the Jade Emperor.

After some thought, Di Jun took advantage of the situation to withdraw from a policy he had long wanted to implement, which is the Tianwang Rules and the Nine-rank Immortal Officials and the Immortal Officials System.

Di Jun carried out reforms under the original Tianjie Tianzhi system, separating Tianjie and the rules. Any clauses entered into the Tianjie are mostly principled terms, while some specific requirements are not included in the Tianjie. They are just star laws, and the clergy in the Heavenly Court will make a judgment based on this.

After Di Jun's reform, the Heavenly Rules were equivalent to the Constitution of later generations, and the Heavenly Rules were ordinary laws derived from the Constitution in later generations.

The setting of the rules and regulations of heaven gave the Heavenly Court greater and more operational power. From then on, the Heavenly Court's authority grew increasingly.

Di Jun’s second major policy is the system of ninth-rank immortal officials.

The quasi-saint is a second-grade immortal official, with titles of the True Lord, Immortal Emperor, etc., and the Jade Emperor is the leader of the second-grade immortal official; the sub-saints and saints above the Jade Emperor belong to the first-grade immortal official, with titles of the Heavenly Lord, and even the Heavenly Court must respect it; under the quasi-saints, Daluo is a third-grade immortal official, with titles of the Heavenly Master, the Heavenly King, the Marshal, etc., which is the top three.

Taiyi is a fourth-rank immortal official, with titles such as Xingjun and Immortal Lord. Generally speaking, Xingjun controls the sky and the Immortal Lord controls the earth.

The True Immortal is a fifth-rank immortal official, with titles such as the Heavenly Lord. In the prehistoric land, each immortal realm will be divided into several areas, and each area is fully responsible by the Heavenly Lord.

The Mahayana period at the upper level of the Transformation Realm belongs to the sixth-level immortal official.

The fourth, fifth and sixth rank immortal official is the middle third rank immortal official.

The combination of the lower level of the transformation realm, the realm of refining the emptiness is seventh and eighth grade immortals, and the upper level of the divine realm is nineth grade immortals, and this is the lower third grade immortals.

The immortal official is the chief official and has the right to decide on matters within the scope of his authority. Each immortal official has several immortal officials.

The first to third grade immortal officials are the top three, and they are Taiyi, True Immortals and Mahayana monks, mainly serving as deputys under the first to fifth grade immortal officials. After all, when they reach the realm of True Immortals, practice is important. Letting these strong people take up the priesthood of the Heavenly Court is mainly just a name and decision-making. They will basically hand over the handling of affairs within the priesthood to their trusted subordinates.

The top third rank, middle third rank immortal officials and the top third rank immortal officials are both registered personnel of the Heavenly Court and protected by the Heavenly Court. They are collectively called the Immortal Class and belong to the managers of the Heavenly Court.

The fourth- and fifth-grade immortals are middle-grade immortals. The fourth-grade immortals mainly use lower-level cultivators in the transformation realm (combination, refining stage), and the fifth-grade immortals use upper-level cultivators in the divine realm (distracting the spirit, leaving the body).

These two-rank immortal officials and the lower third-rank immortal officials are the main staff of various clerical departments (Xianguanya Office) in the Heavenly Court. Because their level is not high, they are also called "unparalleled".

A strange Shigong: Do you remember Bima Wen in Journey to the West? That is an incomparable immortal official.

Low-rank immortal officials of the sixth to nineth grade are mostly monks from the third level of Shen, Dan and Qi, and belong to the grassroots clergy of the Heavenly Court. Because compared with monks of the Immortal Class and the Immortal Class, their lifespan is shorter and they need to be replaced and appointed from time to time, they are only registered in the Heavenly Court yamen at the fifth-grade Heavenly King level. There is no name in the Heavenly Court roster of the Heavenly Court, and in the later generations, they are temporary workers.

The most common priests in the Heavenly Court are mountain gods, land and river gods.

There are mountain gods, plains have land, and river gods have river gods, mountain gods, land and river gods have high and low ranks. The highest Five Mountain Gods even belong to the third-grade immortal official in the Daluo realm.

The highest-level mountain gods, river gods, such as the Yellow River Hebo, Wuyue Mountain God, etc., will even be served by Taiyi or Daluo. However, most mountain gods, land and river gods are still middle and lower-level immortal officials.

The responsibilities of the mountain god, the land and the river god are to manage the creatures in the area and ensure that the number of creatures in the area increases. Every time, the Heavenly Court will send someone to check the points. If the number of creatures increases, it will be rewarded. If the number of creatures decreases, it will be punished. At the least, it will be demoted, transferred, and at the worst, it will be killed.

At this stage, the clergy of mountain gods, land, river gods and other clergy are basically held by the lords and leaders of the demon clan, while the sun and night gods are mostly held by the witch clan. Di Jun intends to use these five clans and the mutual constraints of the two lich clans to protect the survival and development of ordinary creatures.

In addition to the land, mountain god and river god, Di Jun also set up two types of supervision priests of the day trip and night trip god. The day trip god supervises non-Heaven clergy, while the night trip god supervises the heavenly clergy.

The mountain god, land, river god, day trip god, night trip god, and later added judges, wealth god, kitchen god (kitchen prince), door god, the city god among these nine grassroots priests and immortal officials were collectively called one official and nine officials by later generations, forming the basic ruling structure of the Heavenly Court in the mortal world.

With the improvement and function of the immortal officials and immortal officials system, ordinary creatures in the prehistoric world are finally no longer the targets of the demon clan's deliberate and random killing, and have obtained a relatively safe living environment.

Heaven has the virtue of being a virtuous person. As the initiator of this system, Di Jun finally used this merit to promote the emperor's ruthless Dao to the acquired Hunyuan realm and become the fourth acquired quasi-saint in the prehistoric world.

Under Di Jun's intervention, the living environment of the human race has been improved. At least it is rare for large-scale human sacrifices to be killed, but the situation of the demon race cannibalism has not been significantly improved.

Over time, the human race's hatred for the demon race became deeper and deeper. After the human race city became the protagonist of the world, the demon race finally paid the price for its behavior today.

However, after a large number of grassroots clans were appointed, a witch clan who served as the Night Tour God rose up because of this, his name was Houyi.

Houyi is from an ordinary family, but is just a small clan of the witch clan. Compared with ordinary witch clans, Houyi's shortcomings and advantages are also outstanding. In terms of physical fitness, Houyi's physique is weaker than that of ordinary witch clans, but Houyi's limbs are strong and powerful, far better than ordinary witch clans.

The Witch Clan is a very aggressive race, and almost every Witch Clan is fond of fighting. According to the powerful sects of various races, this may be related to the witch Clan's feet. The ancestor of the Witch Clan Houtu was created by Luohu's ancestor using the flesh and blood of the demon clan's ancestor Zhu Yan's flesh and blood mixed with the earth's turbid air. Zhu Yan is the most violent and aggressive group of the demon clan. Legend has it that Zhu Yan "sees a big soldier", which means that when he sees Zhu Yan, war will occur.

It is precisely because of this that every witch clan will receive the hard training of the elders of the tribe since birth. Once the witch clan becomes an adult, it will be a qualified warrior.

The witch clan is born with the initial level of the Divine Realm and the strength of the Nascent Soul Stage. Once adulthood, the soul will naturally solidify and can be directly promoted to the intermediate level of the Divine Realm, that is, the strength of the Out-of-body stage. However, the witch clan does not have a soul, so the true spirit of the adult witch clan is combined with the body, so the adult witch clan cannot leave the body like the demon clan and gods and demons.

The adult witch clan cannot be considered a real witch. Only when the witch clan has reached the realm of transformation and comprehending the laws of the great way can it be called a witch. The witch clan of transformation becomes a witch or a lower witch, the true immortal realm is the middle witch, the Taiyi realm is the upper witch, the Daluo realm is the upper witch, and the Hunyuan quasi-saint level is called an ancestral witch.

Since the day the witch clan was born, it has been living in the form of tribal clans. The tribes where the ancestor witches are stationed are called the ancestor tribes. The great witches who have proved Daluo belong to large tribes. The upper witches are medium-sized tribes, and only the middle witches are small tribes.

The ancestor tribe has a population of over 10 million, the witch members of large tribes often exceed one million, and the medium-sized tribes also have 100,000 or 200,000 people, while the small tribes generally only have 10,000 or 20,000 people.

Generally speaking, a tribe must have at least one strong man of the middle witch level, and each clan must have at least one wizard. If a tribe has no middle witch, the tribe will either be split and downgraded to a clan, or it will have to be incorporated into other tribes.

The core of each tribe is the witch temple, and the largest witch temple is naturally the witch temple of the ancestor Houtu witch - the witch temple.

With the Wu Temple as the core, each tribe is divided into several clans and distributed around the Wu Temple.

Clans are divided into large, medium and small clans based on their scale and strength. The small clans have only a few dozen people, and only one wizard is in charge. The large clans can have hundreds or even thousands of people, and the upper witches are in charge.

Houyi's clan is very small, with a population of no more than a hundred, but the tribe he lives in is a medium-sized tribe, and the tribe leader is a witch.

Houyi was sent to the witch temple for training with the children from the same tribe as soon as he was born.

The person responsible for training them was a Zhongwu. Based on Houyi's actual situation, he suggested that Houyi practice archery so as to give full play to the advantages of Houyi's arms.

After some hard training, Houyi was an excellent archer when he was an adult.

Houyi, who returned to his clan, quickly grew into a wizard. At this time, the original wizard of the clan died and Houyi became the leader of the clan.

Under Houyi's leadership, the clans developed very quickly, and many small clans around came to surrender, and the clan quickly developed into a medium-sized clan with a population of more than 300.

In a huge competition within the witch clan, Houyi stood out and achieved a good ranking, attracting the attention of a great witch named Kuafu. With the recommendation of this great witch, Houyi went to the heavenly court and became a night wandering god, and since then he started a tragic life of Houyi's legend.
