Chapter 5 Referees

The power of the referee

Each match is controlled by a referee who is appointed with all authority to enforce the rules of the competition related to the match.

Permissions and responsibilities

referee:

·Enforce competition rules;

·With the assistant referee and when there is a fourth official, control the game with them;

· Ensure that any game ball meets the requirements of Chapter 2 of the Rules;

· Ensure that the team members’ equipment meets the requirements of Chapter 4 of the Rules;

·Record the game time and game results;

·Stop, postpone or terminate the competition due to violation of the rules;

·Stop, postpone or terminate the competition due to external interference;

· If he thinks the player is seriously injured, stop the game and make sure to move him out of the competition field;

·If he believes that the player is only slightly injured, the game is allowed to continue until it becomes a dead ball;

· Ensure that the player leaves the competition venue when bleeding due to injury. The player stops bleeding after nursing and can only return to the venue after receiving the referee signal;

· When a team is fouled and profitable under the "benefit" clause, the game is allowed to continue. If the expected "benefit" does not occur at that moment, the initial foul is awarded;

·When a player commits more than one foul at the same time, a more serious foul will be punished;

·The referee does not have to immediately punish players who can be warned and ordered to appear, but must do so when the game becomes a dead ball;

·Punishment of team officials who are irresponsible for their behavior and may expel them from the game venue and surrounding areas at their discretion;

·For situations you have not seen, you can make a penalty based on the opinions of the assistant referee;

· Ensure that unauthorized personnel are not allowed to enter the competition venue;

·The competition will be restarted after the competition is stopped;

·The disciplinary action against players and team officials before, during or after the game will be submitted to the relevant departments in the game report.

The referee's decision

The decision made by the referee based on facts related to the game is final.

Only before the game starts again, the referee can change the indeed incorrect decision based on his own judgment or the opinions of the assistant referee.

International Football Council Resolution

·Resolution 1

The referee (also applicable to the assistant referee or the fourth official) shall not be liable for the following circumstances:

any injury to a team member, officer or audience;

any damage to any property;

Any loss to any individual, club, company, association or similar institution due to, or possibly due to judgments made under the rules of the competition, or as required by normal procedures to maintain, conduct and control the competition.

This can include:

·The referee decides whether the game will be held based on the situation in the competition venue and its surroundings, or the impact of the weather;

·Decide to cancel the competition for various reasons;

·Determine the equipment used in the game and its fixing conditions, including goal posts, beams, corner flagpoles and game balls;

·Do decide whether to stop the competition due to the influence of the audience or any issues in the audience;

·Decide whether to stop the game and allow the injured player to move out of the game field for treatment;

·Decide to request or insist on removing the injured player from the game venue for treatment;

·Decide whether the team members can wear some kind of clothing or equipment;

· Decide (within its responsibilities) whether to allow anyone (including team or stadium officials, security officials, photojournalists or other news advocacy representatives) to appear near the venue;

·The judgement made by the referee in accordance with the rules of the competition or in accordance with the rules or regulations established by FIFA, the Intercontinental Federation, the National Association or the League for the competition.

·Resolution II

The role and responsibilities of the fourth official assigned in a tournament or league must be consistent with the provisions endorsed by the International Football Council.
