Chapter 16 The Open City

Huaicheng is the capital of Hanoi County and the largest city in Hanoi County and even the entire southwestern Hanzhou.

It has the densest population of Hanoi County and the largest number of Chambers of Commerce in the Mesopotamia Plain.
