Chapter 1412 Reorganization of the East India Company (Part 1)

"This is a spring report reported by the East India Company, the Nanyang Provincial Government. They were attacked against the Mughal Empire and the Horse-Da Blue Kingdom in two places, and successfully repelled the enemy and made corresponding measures - the East India Company successfully instigated the Governor of Bangladesh. The current Bangladesh region has signed a trade treaty with the East India Company except the Mughal Empire."

"The Nanyang Province destroyed the main force of the Madalan Kingdom, proposed a strategy of dividing and conquering it, intending to bribe the elders of the Madalan Kingdom to split the Madalan Kingdom. In theory, none of the six ministries have the power to deal with this matter... We believe it is more appropriate to hand it over to the military headquarters or the intelligence department to handle this matter."

In winter, spring happened on the Indian Peninsula. Events about Java were reported to the capital from the telegram station in Bangkok, and the report soon appeared in the six parliaments.

To be honest, Chu Yun did not expect such a thing to happen in the southern border of the empire. Especially in the operation of the East India Company and the East India Expeditionary Force directly broke Bangladesh away from the control of the Mughal Empire and forcibly expanded the East India Company's trade privileges to the entire Bangladesh region. This was much earlier than the plan.

"However, these two operations have caused huge financial burdens. The number of Turkish mercenaries of the East India Company increased from 500 to 2,500. The Eighth Infantry Battalion temporarily mobilized the 8th Infantry Battalion to arrive in Kolkata from Malacca. During this period, it consumed a large amount of muskets, gunpowder, shells, and grain. The East India Company, including several commercial stations located in the Mughal Empire, all retreated to Mumbai, Goa, Madras, and Kolkata, and regarded Kolkata as a new headquarters. In the future, our local or Nanyang goods can enter the Indian market through the new strongholds with lower tariffs. It is expected that the number of Turkish mercenaries will continue to rise in the next three years, and the military pay for these mercenaries will be used to increase, and the guns and ammunition will also increase."

"It took a month for Batavia to besieged to completely remove the threat. Several merchant ships were attacked by the Madalan pirate ship on the periphery, and several small vassal ports and fishing villages were attacked by the Madalan from land. During the Madalan attack, the direct and indirect losses of cities, merchant ships, rubber plantations, and the expenses of our troops mobilizing, totaling more than hundreds of thousands of taels, which is not bad."

Officials of the Ministry of Revenue have complained about expenses as always. The sudden huge expenses incurred in winter and spring have caught the Ministry of Revenue a little off guard.

"I see in this report, the spoils obtained by the Nanyang Fleet from Surat are enough to compensate for a considerable part of the expenses." Chu Yun said.

"That's true, but the East India Company has not made any profit since we took over. If the expenses of the East India dispatched forces are included in the books of the East India Company, the East India Company's financial report will actually be a continuous loss. Not to mention that according to the ten-year plan, the East India Company will have to expand on a larger scale in the Indian Peninsula in the future, and it will need to maintain more than 30,000 Turkish mercenaries in the future. It is impossible to maintain such a large-scale Turkish mercenaries by simply controlling tariffs and current trade. In addition, wars that may break out at any time, such finances are full of uncertainty." said an official from the Ministry of Revenue.

The East India Company is essentially controlled by the government and is directly managed by the Ministry of Revenue, while the military expenses of the Far West Expeditionary Army need to be borne indirectly. In other words, the profits of the East India Company in India need to make up for the expenses of the employees and factories of the Far West Expeditionary Army and the military pay of the Far West Mercenaries.

With the current financial resources of the East India Company, it is inevitable that it is difficult to bear such a huge amount of expenses.

"The East India Company needs to be transformed so that it can make greater profits." Chu Yun realized that the expansion of the East India Company has accelerated, and the current organizational structure is difficult to adapt to its increasingly rapid expansion speed.

When the British established the East India Company, they did not expect that the East India Company could greatly interfere with the affairs of Indian princes, so they mainly set up business stations in India. After acquiring the East India Company, it was obvious that the original structure of the company was not suitable for the current situation.

"There are also East India companies complaining that the armed fleet does not control India's long coastline enough. They need to have an armed fleet that can patrol between Kolkata, Madras, Goa and Mumbai to force merchant ships from various countries to trade and collect their tariffs at the strongholds we occupied. In addition, this armed merchant ship also needs to protect our strongholds and besieged by Indian princes. For example, Kolkata is a good example. Under the premise that we have the right to control the sea, their siege will do anything to us. This armed fleet also needs to take on the important task of destroying the Mughal Mughal fleet. The Mughal Empire may find a way to build a naval division after this failure. Although their naval divisions should not have any huge threat, we still need to be wary of them causing us some unnecessary trouble." Officials from the Ministry of Revenue expressed another claim of the East India Company.

One is to carry out reorganization, and the other is to establish a special armed fleet to maintain the monopoly position of the East India Company on the sea!

Chu Yun had certainly had an idea about these things, but he did not expect that the expansion was too fast and that he would organize an armed fleet in the Indian Ocean so quickly.

Currently, the Navy has four fleets. It would be fine if the Fifth Fleet was formed to manage the Indian Ocean. The problem is that there are not enough warships now.

The Navy's funds have overdrawn their budget to build two main ironclad ships of Daqin class. Within three years, I really can't pay to build the Fifth Fleet at the same scale as the other four fleets.

A fleet requires at least two or three sail battleships, equipped with several frigates, supply ships, troop transport ships, shallow water gunships, sailors and crew members, and the number of logistics personnel is more than 5,000.

If the Fifth Fleet is not established according to the organization of the regular fleet, it is better to directly allow the East India Company to establish a force second to the regular navy, but can barely control the armed fleet of India's coastline to reduce the pressure on the Navy, and at the same time, it can echo the Nanyang Fleet in Malacca.

"The reorganization of the East India Company requires a detailed report to be issued by the East India Company, and the reorganization committee of the East India Company is established separately. The committee consists of some important members of the Ministry of Revenue, the military department, and the directors of the East India Company in the capital to rebuild the framework of the East India Company." Chu Yun finally made the decision that the East India Company was an important tool for his conquering the Indian Peninsula, and it was time for the reorganization.

"How long does it take to submit the first draft restructuring plan?"

"In half a month."
