In particular, he became a director of the French Concession and a director of the Public Concession Engineering Department. Because he had the opportunity to participate in the planning of illegally expanding the concession or building roads across the border, he could predict the plan to widen the road and expand public facilities. Therefore, he relied on his privileges many times to force the Chinese land at low prices.
In 1901, he opened the Hartong Foreign Company who specialized in real estate speculation. After years of operation and robbery, he became a well-known "real estate king" in the modern history of the Magic City in the 1930s.
Ha Tong's wife is Chinese and named "Luo Jialing".
In the spring of 1902, Luo Jialing went to Jinshan to burn incense, and unexpectedly met a monk from Wumu Mountain. Luo Mu's name was so he hired a monk to design Hatong Garden. At that time, Feng Guozhang (1857-1919) was the President of the Republic of China. In September 1991, he issued a "Fourth-Class Jiahe Chapter" to Harbin. During his tenure as president, Xu Shichang (1855-1939) awarded Harbin a "Third Class Wenhu Chapter" and two "Second Class Jiahe Chapters".
A group of old people from the Republic of China, such as Cen Chunxuan, Li Yuanhong, Zhang Taiyan, Zhang Shizhao, Qi Xieyuan and other politicians and celebrities, all came to Hatong Garden to visit.
Ha Tong and his wife don’t know much about literacy, but they are still quite elegant and “respecting teachers and valuing education”. In Ha Tong Garden, they once held Huayan University and Cang Sheng Mingzhi University, which recruited many poor children to enroll for free. Many literati and scholars such as Luo Zhenyu, Wang Guowei and Kang Youwei all studied and taught here.
On June 19, 1931, Ha Tong died, leaving behind a huge inheritance worth 172 million silver dollars, including 460 acres of real estate, 1,300 houses and rare jewelry worth one million pounds. Ha Tong and his wife had no children, but had dozens of adopted children, foreign adopted children with the surname Ha Tong, and Chinese adopted children with the surname Luo.
On October 3, 1941, Luo Jialing died.

Less than two years later, a fire broke out in Hatong Garden, and the pavilions and halls were burned, and the flowing water of the small bridges disappeared.
