Chapter 671 Transportation Development Conference

On January 4, 1995, the Provincial Transportation Development Conference was held in the multi-functional conference hall of the five-star Mengting Tourism Hotel, which was put into use for the first time. Mengting Tourism Hotel has two multi-functional conference halls, one in the main building and the other in the auxiliary building. The main building can accommodate 300 people for meetings, and the auxiliary building can accommodate 680 people for meetings. This development conference was chosen in the magnificent conference hall of the auxiliary building.

On January 2 and 3, although the provincial transportation development conference was not held, it was very busy.

On January 2, many people continued to arrive in the city, mainly representatives from universities, scientific research institutions and related institutions in the province came. They came to participate in the provincial transportation development mobilization meeting.

At the mobilization meeting, Huang Zhenhua and Tan Changguo, on behalf of the provincial party committee and government, made profound mobilizations to cadres of all units and departments and the general public in the province, requiring all staff to seriously devote themselves to future transportation construction and do their best to cooperate and support. This is a milestone in the development of the province. Whether they can work hard with the whole country in the future depends mainly on whether the foundation is laid solidly.

That night, the province, from provincial TV stations to prefectures and municipal TV stations, reported on a large scale about the situation of this mobilization meeting. All provinces, prefectures and county radio stations also followed up. On January 3, all relevant newspapers and magazines in the province, from province to county, made large-scale reports on the front page. All of this was uniformly deployed and directed by the Provincial Party Committee Propaganda Department. The purpose was only one, and through publicity and explanation, the awareness of cadres and masses across the province was solidified and actively participated in it.

CCTV did not report on the process and situation of the mobilization meeting. This is a strategy, with high profile and low profile.

On January 3, many more VIPs arrived. The State Planning Commission, the Ministry of Transport, the Ministry of Railways, the Ministry of Railways, the Ministry of Water Resources, the Civil Aviation Administration and other departments all arrived. The four surrounding provinces sent a delegation led by a deputy governor to come. In addition, many relevant units outside the province also sent personnel to attend the meeting, such as China Bridge Construction Engineering Company, Northern Road Construction Engineering Company, Guangdong East First Construction Engineering Company and other construction units, East China Jiaotong University, Northern Jiaotong University, Shuimu University, Southern Architectural Design Research Institute, Southwest Transportation Research Center and other scientific research units and universities.

In order to ensure smooth traffic during the meeting, participants can arrive on time. A special car will be added to the transit train from the provincial capital to Liushuipan, and representatives of the unit holding invitation letters will be picked up and sent away. The road traffic is also on duty.

In short, since a month ago, the province has been doing careful deployment and careful work in this regard. In Liushuipan, the city was cleaned three days in advance, and the city's Ying Hotel, the city's No. 1 Guesthouse, and the Shuishan Special District Government Hotel have also sorted out, leaving all VIP rooms for the participants. The city's traffic, traffic police, public security, health, quality inspection and other departments have been doing their jobs in full swing. He Baoguo and Chen Qigang's request is that no accidents are allowed during this period.

On January 4, at around 9:00, the Provincial Transportation Development Conference opened with the majestic national anthem.

The conference was chaired by Situ Kuo and Huang Zhenhua gave the opening speech.

First of all, Huang Zhenhua expressed his warmest welcome to the visit of all leaders and guests on behalf of the Provincial Party Committee, Provincial Government, Provincial People's Congress, Provincial CPPCC and more than 30 million cadres and masses of all ethnic groups in the province.

At the beginning, Huang Zhenhua summarized the traffic conditions and achievements in the province by the end of the 1985.

",,,,,,, Last year, our railway completed 26.308 million tons of cargo delivery, an increase of 5.1% over 1993, passenger transport volume was 16.473 million, and containers were 371,000 tons. These have increased significantly over the previous year. In terms of important road transportation, so far, commercial vehicles have been put into operation so far, reaching 77,137, an increase of 8,157 compared with last year. This is the largest increase in the past 40 years since the founding of the People's Republic of China. The cargo transported by cars reached 99.51 million tons, and the number of passengers transported exceeded 200 million for the first time. The roads have played a main role. In terms of water transportation, cargo transportation is close to 10 million tons, and the travel industry has been transported. The number of passengers transported 245,000 passengers, the fastest growing is our air transport industry. In 1994, the number of air passengers started to reach 479,700, and the number of cargo and mail shipments started to reach 3,056.4 tons, an increase of 41% and 35% over the previous year. Our transportation construction developed rapidly. By the end of last year, our road opening mileage reached 37,398 kilometers, an increase of 1,275 kilometers over the previous year. Our railway mileage was close to 2,000 kilometers. We also built a standard expressway of 210 kilometers. We also have more than 100 kilometers of high-grade highways, and Huang Zhenhua slowly recorded all historic achievements.

Speaking of which, this achievement is really not great, but it has improved a lot compared to the original history. In the original history, by 1995, the province's highways had only 32,398 kilometers of mileage, and it was only 306 kilometers higher than the previous year. The air passenger transport increased by about 120,000 compared to the original historical figure.

Without Chen Kangjie's rebirth, all these changes would not be so real. Perhaps history would still stagger forward strictly according to the original logic. Due to Chen Kangjie's re-arrival, especially with a huge amount of funds entering the province, the development progress of economy, society, education, science and technology, cities, etc. has been greatly accelerated, and it has begun to transcend the constraints of history. All this is not transferred by the personal will.

Looking back on the past, Huang Zhenhua began to look forward to the future again.

"We Qianzhou has been greatly troubled by transportation problems due to geographical advantages. This has become the biggest bottleneck in our development and seriously restricted the development conditions of the people. Now, we are determined to gather the forces of the whole province and all sectors of society to spend ten years to completely break through this development obstacle. Last year, the state arranged 25.904 million yuan through the fiscal budget, with project support, self-raised by the unit and provincial finance payment of 198.3356 million yuan, and invested a total of 204.2396 million yuan in the field of transportation research and development. More than 50 scientific research projects were established by the Ministry and Department. With the help of these scientific research successes, combined with the forces from both inside and outside the province and at home and abroad, We have decided to continue reforming and expand opening up in attracting investment. We welcome all domestic and foreign companies that are conducive to our improvement of transportation and improve transportation to help us. We will also ensure their interests protection in terms of policies and regulations. The newly completed two high-quality highways, the Water Pan Expressway and the Water Waterfall Expressway, have brought us forward and meaningful explorations. Our province has not invested a penny, and the cities and counties have not invested a penny on it. To be honest, according to our current financial resources, we cannot afford to invest this money, but we have built them up." When we said this, Huang Zhenhua's big hand waved forward like a general.

At this time, the audience cooperated very enthusiastically and applauded very enthusiastically.

After the applause, Huang Zhenhua continued to speak, "We are still economic depressions compared to coastal areas. However, through mechanism innovation, thinking innovation, and work means innovation, we can get out of the depression and become highlands. We have rich natural resources, ethnic resources, and tourism resources. What we lack is transportation conditions. Now, we are determined to change it at all costs. The mountains cannot stop our progress. We must be connected to the sea and the river."

This passage received applause from the stage and the audience. Everyone was excited. I have to say that Huang Zhenhua's words were still a bit contagious.

"Some people may be worried, and may ask, will this affect our socialist subject structure? In fact, this worry is unnecessary, because the BOT investment model we use is fundamentally different from the complete privatization of the West. Fundamentally, whether it is the built highway or the waterway, its ultimate ownership belongs to the country, the government, and the whole people. What the investors own is only the right to ensure the use of investment returns. Moreover, this right to use still has time and other restrictions. What is socialism? The core of socialism is not It depends on how high the degree of nationalization is, and whether the whole people have truly achieved happiness. What we are about to do is to create happiness for the people of the province. Only when transportation is convenient, bottlenecks are opened up, the economy is developed, and the people are benefiting and convenient, will they be happy. Poverty is not socialism, and blind nationalization is not socialism. Only when the people's economic and social life needs are as much as possible can it be socialism." Huang Zhenhua is the secretary of the provincial party committee in charge of party affairs. His thinking and discussion on these issues is his top priority.

After 1994, the domestic state-owned enterprises are about to begin large-scale reforms, with the core being "grasping the big and letting go of the small". Many small and medium-sized state-owned enterprises are already insolvent and sold to those private individuals who have made their fortunes.

In this process, a discussion emerged in China, that is, whether such loss of state-owned assets will change our social subject system and the reform of state-owned enterprises is a necessary means that must be carried out. This is a necessity for the planned economy to become a market economy country. Only by determining the main body of the enterprise, clarifying responsibilities and rights, and increasing the vitality of the enterprise, can we survive the ruthless market economy tide.

If a business is run according to the past plan, and the company runs society, the burden and pressure will cause these companies to go bankrupt quickly and eventually disappear, causing large-scale social chaos, which is dangerous for the ruling party.

Although the merger and bankruptcy have not yet been launched across the country, Qianzhou Province has begun to make some attempts. Huang Zhenhua often goes to the capital for meetings. The Prime Minister and the Vice Premier in charge of finance and state-owned enterprises have summoned him and exchanged views in depth with him.

Perhaps due to the influence of Chen Kangjie, Huang Zhenhua began to explore this aspect after he was in charge of the province. He no longer needs to worry about the speed of economic development in the province. Instead, the increasingly heavy burden on state-owned enterprises made him a little uneasy. Therefore, he supported and promoted the Liushuipan, which is relatively concentrated in state-owned enterprises, and the relatively weak Jiebi, to conduct pilot projects. As economic reform pilot zones, the policy environment of the two places is relatively loose, especially the Liushuipan. Due to the relatively abundant financial strength, the city has more resources to do this work.
