The first national mobilization order

On July 8, 1918, on the same day that the Central East Road robbery occurred, which shocked China and the world, in Guangzhou, Sun Yat-sen, Chairman of the National Government and Chairman of the Military Commission, formally signed the first national mobilization order in the history of the Republic of China! According to the external propaganda of the National Revolutionary Army, more than 3,000 townships in Guangdong and Fujian will mobilize 200,000 young men aged 18 to 22 to join the army within two weeks!

This national mobilization system is actually not a new thing for China. As early as the Warring States Period, the seven heroes of the Warring States Period should have implemented a similar system. All young and middle-aged people were registered and "general mobilization" was implemented when encountering wars. At that time, those vassal states with a population of only a few million could mobilize hundreds of thousands of troops to fight.

But in later generations, this system of embracing soldiers to the people and the whole people was gradually replaced by the world military system and recruitment system. War and military service gradually became far away from ordinary civilians, and China's huge population advantage could not be reflected in previous foreign wars. By the end of the Qing Dynasty, a large country with a population of hundreds of millions appeared. When war encountered, the embarrassing situation was that there were only tens of thousands of soldiers available!

Therefore, in the view of our Changda Military strategists, the direct reason why China has been in every foreign war in modern times is that there is no national mobilization and conscription system covering the whole country. And China's shortcut to rise to become a world-class power before World War II was not to build many heavy industries and arsenals, nor to make money by taking advantage of some foreign financial crises, but to rebuild this national mobilization and conscription system that existed in China during the Warring States Period.

In fact, in the Republic of China era in history, the Kuomintang and GCD had rebuilt similar systems in their own jurisdictions. The most direct reason for the victory and defeat of the Kuomintang and the Communist Party in the future was the strength of the national mobilization or the further overall war system... In this regard, GCD undoubtedly had a great advantage. During the Soviet War, they mobilized 270,000 young and middle-aged people to use for the fifth anti-encirclement and suppression! The basis of this advantage was their agrarian revolution and their grasp of the countryside. Chang Ruiqing adopted the policies in Fujian. It was learned from the historical China G. His ideal was to organize tens of millions of Chinese people and mobilize their strength! This is the biggest "golden finger" of this era!

However, everything is always difficult at the beginning! The national mobilization system of the National Government seems to be not complete enough. Although Sun Yat-sen's mobilization order is very determined, he encountered great difficulties when he went to the grassroots township mayors and the principals of Zhongshan Primary School and teachers.

Probably because it has been away from war and military service for more than a thousand years. Most Chinese people in this era are very disgusted with food and food when they are in the army! Isn’t there a well-known folk proverb called “A good man does not serve in the army, and a good iron does not chase nails”? So when the first mobilization order of the National Government was implemented, it seemed a bit like a tyrant!

Guangzhou Tianzi Wharf has now been packed with strong men tied into strings with ropes. The entire wharf is full of "good men" crying and cursing. Their accents should have been "mobilized" from southern Fujian. This mobilization order is mandatory. More than 3,000 townships in Fujian and Guangdong and several large cities and district-level administrative units have all obtained recruitment indicators! If it is not completed, I'm sorry, the black hats of the chief officials will be taken off immediately.

. However, if the recruitment indicators are completed, the official position may not be retained. At the same time as the mobilization order is issued, the "Independent Commission Against Corruption Offices" of Fujian and Guangdong provinces also sent a large number of patrol officers to supervise the lower-level officials responsible for recruitment. It doesn't matter if they tie people with ropes. If they dare to accept bribes from wealthy families through recruitment, then what awaits them is a prison disaster! Of course, these Independent Commission Against Corruption Commissioners also have "indicators for arresting people". They can't arrest all grassroots officials...

In short, the recruitment of our Sun Revolutionary’s “mobilization order” was completed. Uh, or the target of catching the gentry was finally completed. It took about twenty days to catch more than 135,000 strong men. At the end of July, they were sent to Guangzhou one after another.

The initiator of all this, Chang Ruiqing, today, wore a neatly uniform general uniform of the National Revolutionary Army, and a number of adjutants and guards. He appeared majestic on the Pier of Tianzi. His appearance was extremely tall and mighty, and his straight military uniform seemed even more intimidating, making the children of southern Fujian around him dare not even speak out.

However, he came to Tianzi Wharf today not to scare people, but to represent the National Government, the Military Commission, and China GCD to welcome Comrade Zhou Elai who came from Europe and the huge amount of Russian reinforcements.

Zhou Elai walked up the dock from the gangway of a British ship. He was accompanied by three older young people, all of whom he went to France to work and study. The travel fees were also provided by the China Fiscal Society, and they were also the leader of the "anti-imperialist struggle" of Chinese workers and Chinese students at the end of last year and early this year.

But these three people are not members of the G party... Although Zhou Elai has a close relationship with them and has also spent a lot of effort to fool them into joining the organization, these three people are all those who are not very easy to fool. However, those three people are still Zhou Elai's revolutionary fellows, and they are also preparing to surrender to the National Government when they return to China.

"Brother Xiangyu, what's wrong with this Guangzhou wharf today? Are these people prisoners or piglets sold?"

The person who spoke was a dark-skinned and short young man, who opened his mouth and whispered a strong Sichuan sound, and it was a bit ridiculous.

Zhou Elai's thick eyebrows were also slightly frowned. He didn't know what crime the young people who were tied into strings of the dock had committed? As for Sun Yat-sen's national mobilization order, he didn't know at all. The communication conditions in this era were limited, so it was not convenient for them to contact the country after boarding the ship. They could only learn about some major international events through the Western newspapers sent when the ship was docking. During this period, the Western newspapers did not mention the National Government of Fujian and Guangdong. All the attention of these foreigners to China was attracted by the robbery of the Middle East Road that occurred on July 8. The remarks issued by several imperialist governments in the newspapers threatened to send troops to China, and in addition, they were criticized articles of criticism on the Beiyang* of China. There were even some Western political critics who suggested that the great powers jointly manage China and turn China into a public colony!

"Brother Mu Han, hurry up and go out of the boat and buy a newspaper to take a look!" Zhou E glanced at the Sichuanese who was talking just now, then raised his hand and pointed at Chang Ruiqing and others standing on the dock, which seemed extremely eye-catching. He said to the other two people around him: "Brother Shunsheng, Brother Youchun. The biggest one there is General Chang Yaoru who I mentioned to you... But a very amazing person. Now many of the policies of the National Government are replicas of the policies he implemented in Fujian! If you want to do something for the future rise of China and are unwilling to join our China GCD, why not go to his subordinates."

The three of them looked in the direction Zhou Elai pointed, and saw a group of officers in tightly uniforms surrounded the tall Chang Ruiqing, above their heads. There was also a red banner with golden words written on it, "Welcome to Comrade Zhou Elai, a member of the Central Bureau of China, to return to China."

...

This time, the National Government was a bit like the "national mobilization" scene of pulling men, and naturally they were noticed by the Beiyang government, which always pays attention to Guangdong and Fujian every move. These people in the Beiyang believe in "elite military affairs". In their eyes, the strong men tied with ropes are a group of mobs. Since they are mobs, there is no need to consider the threat of the National Revolutionary Army for the time being... This is probably an ostrich-like thinking? Anyway, they don't have the extra energy to deal with the National Government at the moment.

Or to put it more heartbroken, even if these people from Beiyang knew that the National Revolutionary Army would attack Beijing in the future and overthrow them, they could only use the only force to deal with the urgent needs outside the pass! Moreover, the power available to Beiyang now cannot control the National Government of Fujian and Guangdong.

"Old Chi. British Minister Eston told us that according to the agreement we reached with the great powers at the beginning of the year, the mission has decided to stop transferring Guanyu to the Ministry of Finance from next month... Those Guanyu will be used to compensate the Russians for their losses in the Middle East Route robbery."

Cao Rulin stood dejectedly in front of Duan Qirui's desk, reporting to his true master the results of negotiations with the British Minister. Although the Minister Eston was indeed willing to do his best to help the Beiyang government, the agreement reached by the Beiyang government and the great powers must be fulfilled! There was no way for Eston to do this. In addition, the money that the McGalley Bank had promised to lend to the Beiyang government was also ruined! It turned out that someone wrote a letter to the McGalley Bank's senior class in the name of the Red Brigade... The British senior class could ignore the threat of the National Government's "refusing to account", but he did not dare to take the Red Brigade's words as air! The Red Brigade had to send someone to take his life!

Now that Guan Yu is gone, the big loan cannot be handled. The Beiyang government has a huge amount of money, and there are so many Beiyang troops. They can only rely on a little tariff, commercial taxes from Beijing and Tianjin, and the road money of the Beijing-Hanzhou Railway. Duan Qirui sat on the chair behind his desk, his face was so gloomy that it was almost watering. It was hard for him to imagine that his Beiyang army was willing to help him fight with 20% or 30% of the military pay. Not to mention the National Revolutionary Army of Fujian and Guangdong, even the Red Brigade in the Northeast, no one would be willing to deal with it?

He turned his head and looked at Xu Shuzheng standing beside Cao Rulin. Xu Shuzheng smiled bitterly and shook his head: "After Zhang Yuting returned to Fengtian, he wanted to redeem the Red Brigade through various channels, but the other party did not respond. Bao Tingjiu (Bao Guiqing) and Meng Shucun were still arguing... Bao Tingjiu said that the robbers came from Changbai Mountain in Jilin, and the hostages were also taken into Changbai Mountain. It was not the jurisdiction of Heilongjiang, and the soldiers in Heilongjiang could not take charge. Meng Shucun refused to take responsibility. He said that the incident happened in Heilongjiang, and there was no Red Brigade in Jilin for trouble, so this incident had nothing to do with Jilin. It was caused by the unfavorable suppression of Chi, so Bao Tingjiu must be responsible. If Jilin's army was to be used, the military pay must also be paid from Heilongjiang Province..."

Bao Guiqing and Meng Enyuan are both old foxes, and they know that this incident must be a thankless errand! Who would admit that the Red Brigade is on his territory, and he could still escape afterwards with an unfavorable crime of suppressing Red Chi? Of course, he pushed outward! Thinking of this, Duan Qirui smiled bitterly and looked at Cao Rulin and said, "What is the opinion of the ministerial delegation? Do they think the Red Brigade is in Heilongjiang or Jilin?"

Cao Rulin sighed and shook his head: "The ministerial delegation is very clear in meaning. We must ensure the safety of the hostages! As for whether Heilongjiang or Jilin should be responsible for this matter, they don't care much now."

Duan Qirui sighed heavily: "If you want to keep the hostage safe, you can only caress it, but the other party is the Red Brigade! How to caress it? He won't want a commander of Zuo Min, he will not want it, right? As for spending money to redeem the ticket... where can we have money? If it really doesn't work, I'll go out of the field again?" As he said that, he turned his gaze to Xu Shuzheng.

Xu Shuzheng shook his head slowly: "Old Zhi, you can't step down... The situation is different now. Fujian and Guangdong have already been recruiting troops. At most, they will have a large military operation in a few months. The target is either Guangxi or Hunan. If we have another group of leaders, I'm afraid they will win without a fight with the momentum of hundreds of thousands of troops. And if the foreigners really think we can't take responsibility, they might have to support Sun Yat-sen!"

Duan Qirui gritted his teeth and snorted heavily: "Let them support Sun Yat-sen. I don't believe that Sun Dapao would be better than our Beiyang!"

Xu Shuzheng knew that Duan Qirui was talking angry, and no longer took on his slightest response, but turned the topic back to the "robbery": "Old Zhi, in the humble opinion of the humble position, he should still use the suppression and appeasement... Otherwise, those people from the Red Brigade would definitely ask for a huge price. We are not afraid of them asking for officials and territory, but they are afraid that they will make any foreign negotiation requirements... At that time, we will be traitors, and they will not be able to handle it if they agree. It is really passive."

"Use both suppression and policing?" Duan Qirui snorted angrily: "What do Bao Tingjiu, Mengshu Village and Zhang Yuting mean? Have you agreed to the Central Army to enter? And what do the division commanders and brigade commanders mean? Is anyone willing to take on this job?"

Of course, the errands of going out to suppress the Red Brigade were not a fat or shortage. Of course, the commanders of those who had territory refused to go. Some of those who had no territory were willing to go there, but they all asked the central government for military pay! Among them, the lowest quotation was Wu Peifu, the commander of the Third Division of the Army, who asked for 600,000 yuan. There was also a batch of weapons and ammunition.

As for the three governors in the Northeast, this time the opinions were rare. They did not agree with the suppression and comfort. They meant "redemption" and handled according to the method of the Red Brigade kidnapped the young emperor Puyi last time. As for the ransom, they were willing to help raise some. Zhang Zuolin from Fengtian was willing to bear 2 million! Meng Enyuan from Jilin and Bao Guiqing from Heilongjiang were willing to pay 2.5 million... It seems that they don't want the central forces to take the opportunity to intervene in the Northeast and are willing to spend money to buy peace!

After listening to Xu Shuzheng's report, Duan Qirui was silent for a long time, and finally sighed: "Okay, since that's the case... Youzheng, you personally go to Fengtian and tell Zhang Yuting that the central government can give him the errands of the inspection envoy of the three eastern provinces, and that he is fully responsible for solving the Central East Road robbery! I will give him a month, whether it is suppression, appeasement or purchase, in short, you cannot have hostages to suffer any losses. If a month has passed and it has not been resolved, then the central government can only send the Third Army Division out of the Pass to Suppress the Bandits!"

Currently, Zhang Zuolin and Duan Qirui are all ally, and the radio station of the Army Department is always in contact with Fengtian's Grand Marshal's Mansion. Before Xu Shuzheng left Beijing, Zhang Zuolin already knew his purpose and Duan Qirui's meaning.

Zhang Zuolin's reaction was a sigh at the errand of the inspectors of the three northeastern provinces he was about to receive.

"Ma, let's slap! At this time, appointing me as the inspector of the three eastern provinces is not to put me on the fire? That red brigade streak is the same. We have offered a ransom of eight million, but we still ignore it... What benefits do they want? Zhan'ao, what should you do about this?"

Of course, Zhang Zuolin has coveted the inspection envoy of the three northeastern provinces for a long time. But now that he is responsible for this job, the task of rescuing the hostages and encircling the Red Brigade will fall on him! There is no problem if it is done, but if it is screwed up, not only will he be unable to save the inspection envoy, but even if it is already controlled by him, he will be given up! Xu Shuzheng said in his telegram to him that if the foreign hostages cannot be rescued in a month, the central government will send Wu Peifu and the Third Army Division to the Northeast to suppress the Red Brigade! If Wu Peifu did this job, why should he have a copy of the Three Northeast Supervisors?

"Zhan'ao" is the name of Sun Liechen, the commander of Zhang Zuolin's confidant, the 27th Division. He picked up the telegram sent by Xu Shuzheng, looked over and over again several times, and finally laughed: "Brother Yuting, this is a good thing! Isn't the inspection envoy of the three eastern provinces you have dreamed of? Now I finally got it... As for the third division of Wu Ziyu, what can I do if the Red Brigade is here? If the Red Brigade does not give us face, will I still recognize who Wu Ziyu is? In my opinion, if you want to buy those foreigners from the Red Brigade, you have to rely on us local snakes. Otherwise, brother, I will take a risk and go to Changbai Mountain in person to meet the left leader of the Red Brigade!" (To be continued...)
