715 The Expanded Federation

Of course, since most of the working people in these colonial countries did not receive the most basic compulsory education and could not figure out the right or wrong (this is a slander of the working people by the often reactionary faction), only adults who have received new primary school education or above or own a certain amount of property and have lived in these areas for more than three years have the right to vote.

In other words, most of the Chinese and overseas Chinese (including He tribes) in the Tushu area have the right to vote! In addition, the indigenous landlords and bourgeoisie there also have the right to vote, and the vast majority of indigenous working people have no right to vote because they have not read any books!

However, it is worth emphasizing that this election and voting method was not unilaterally proposed by the Greater China Federal Government, but was proposed after consultation with local indigenous political factions. Including the Vietnamese Kuomintang (Guomintang Vietnam Branch), Indochina GCD (China GIndochina Bureau), China Myanmar Association, Malayan People's Committee and other political parties also nodded in agreement. Of course, behind these "voluntary" consent, the Chinese intelligence departments, China G, the Kuomintang and the Greater East Asia Co-prosperity Association have done some work. There are a few stubborn guys who are either caught in some scandals or were found to be Soviet spies or Japanese spies. In short, there is no good ending!

After successfully allowing Chinese people who account for more than 30% of the total population of French Indochina, Myanmar, Northwest Borneo and Malaya and other places to have the right to vote, there is no suspense for the referendum to join the Greater China Federation. In fact, most of the local indigenous landlords and capitalists also hope that their country will join the Greater China Federation, because during this period, local newspapers are constantly promoting how miserable the outcome of the indigenous landlords and capitalists of the South China Federation under Japanese rule. If their country does not become a member of the Greater China Federation, it will definitely be annexed by Japan in the end!

The third thing before Chang Ruiqing is how to govern the small Southeast Asian countries that are about to join the Greater China Federation. Unlike the "national autonomy" policy implemented by Yugoslavia and China in history, the Greater China Federation in this time and space does not have the concept of national autonomy, but only local autonomy. In the Greater China Federation, all local governments are elected by voters, in other words, they are all autonomous. In a sense, the current Greater China Federation does not have a literal autonomous region, but every place is a truly autonomous region, so the Southeast Asian countries newly merged into the Federation will implement local autonomy.

However, implementing local autonomy does not mean leaving local governments alone. If that is true, all democratic countries in the world that implement local autonomy will probably end in division. In fact, in the current Greater China Federation, the central government has many means of exerting influence on local areas, and the most important means are political parties. The federal government and the federal government participate in politics, and the Legislative Yuan are elected by voters across the country (the federal government is not directly elected but participates in politics, and the Legislative Yuan is responsible for election), and the local governments in the federal government are also elected by the same group of voters, so the political parties that control the central government of the federal government must also be major parties in the federal local areas.

After all, elections are extremely resource-intensive, and they are not the kind of local small parties that can be played with in one go.

While the federation successfully achieved its expansion this time, the five major parties in the Greater China Federation were of course ready to take action to seize territory. Chang Ruiqing was also extremely supportive of these Chinese parties' preparations to enter the new federal territory because he understood that no matter how Chinese parties were, they would definitely safeguard national unity, because they had political interests all over the country and would never sacrifice overall interests to please voters in a place.

In fact, the current rules of the game for Chinese party politics are to support national parties and suppress local parties. Over the years, all local small parties that have appeared have been jointly encircled and suppressed by five major parties without exception, and they cannot obtain funding from the big chaebols. In the end, they either join the five major parties or close down.

Therefore, as long as these political parties can integrate the indigenous political forces under the newly-territored federal leadership, Chang Ruiqing will support the same support even if it is strengthened by the Kuomintang's political territory. Chang Ruiqing will spare no effort to suppress the local political forces in French Indochina, Myanmar, northwestern Borneo and Malaya. Today's meeting is to discuss if the five major political parties divide the territory of these new territories and at the same time jointly encircle and suppress local political forces.
