Unfortunately, when the Chinese Navy just started to re-equip, the war once again interrupted the navy's dream of "peace construction".

What is speechless is that the Chinese navy once again disappointed the Chinese people. They were unable to defend the coast of their motherland. At the beginning of the war, the Chinese fleet was once again attacked by the Japanese. The first fleet of Yantai's naval suffered heavy losses and finally had to retreat to Qingdao. Now, General Chen Shaokuan, as the Minister of the Navy, is dealing with the infamous as "slaughter" and "traitors", hoping to restore the navy's combat effectiveness one day earlier.

In fact, since 2014, the Chinese Navy has begun to actively carry out the so-called "naval national defense construction plan". Due to the weak foundation of the domestic shipbuilding industry, Germany and Austria could build the "Leipzig" class light cruisers and "island-class" light cruisers that were put into service in just one year. It took the Chinese shipyard two and a half years to complete the installation, and the war broke out before the outfit was completed.

Since Fuzhou and Jiangnan Shipyards are likely to fall, and the Navy Qinzhou Shipyard has not yet completed construction, there is currently no suitable dock in China that can accommodate the two damaged battleships, Zhenhai and Jinghai, to dock and repair. They can only contact the Austro-Hungarian Navy, which has the best relations with China, to see if they can provide assistance. At the same time, they hope to complete the final installation project of the "Jiangsu" and "Fujian" aircraft carriers with the help of Austro-Hungarian.

After the preliminary talks, General Yankel said he would ask the country for instructions first, but agreed that Chinese battleships could enter the estuary dock for simple maintenance for no more than three days. The Japanese kept protesting against Germany and Austria, but they were rejected by Germany and Austria on the grounds of normal trade.
