But the text is different.
Although it has a specific carrier, that is, a book, there are very few books sold.
Even if there is, it generally has nothing to do with the writing itself - they are only responsible for buying and selling, not writing.
Moreover, the circulation of books is really very small.
There are two main behaviors directly related to writing - one is the official documents written by court officials, and the other is the copying of books by scholars themselves.

The problem is that books are too easy to hide if you want to. How detailed do you have to check to gain anything?
Moreover, these days, those who have scholars or book collectors at home are generally not ordinary people.

Secondly, the writing itself is not easy to standardize.
Under normal circumstances, unless you deliberately copy and spend a long time studying, it will be difficult to write the same words as others.
The simplified regular script characters of later generations can be written in thousands of ways by thousands of people, let alone the much more complicated seal script characters.
As long as the carriages and measuring instruments are made as standard parts, craftsmen can easily reproduce them exactly as they are - unless the craftsman's skills are too poor.
Of course, the imperial court cannot require everyone to write in such a standard, and deviations are certainly allowed, but...how to grasp this measure?
And if there is any deviation, it will unconsciously destroy the standard.
Where did the writing of the Seven Kingdoms come from?
Qi, Chu, Yan, Han, Zhao, Wei, and Qin all have nothing to do. Do they have to change and use the standardized text established by the Zhou Dynasty to feel comfortable?

Under the influence of many aspects, the development of Shu Tongwen has basically been limited to the imperial court.
