2. Regarding the coal mine in Dabaodang Town, Shenmu County: According to my investigation, the raw coal produced in Dabaodang Town, Shenmu County is currently a rare high-quality raw coal in China. The specific reserves need to be explored before they can be calculated. However, from a geological perspective, this should be the largest and rare large coal field in the world. In order to prevent other forces from coveting, especially to prevent the Japanese invaders from attacking northern Shaanxi to plunder resources, they have ordered the mining area to be implemented in military control, and other organizations at all levels and private mining are prohibited. 3. Given that the Red 11th Division, the 2nd Division, the 25th Division of the Red Army is mainly responsible for the front line defense of Tongguan, Shangluo, Weinan, the 12th Division, the 3rd Division is responsible for the front line defense of Xianyang and Tongchuan, and the 1st Division is stationed in Hanzhong, so the troops on the front line of the Yellow River are empty, it is recommended that the central government consider: First, transfer the defense of Baoji area to the Red 1st and the 9th Division, and the 4th Division advances eastward to serve the Yellow River defense mission. In this way, the west is the 1st and 9th Division, the 3rd and 4th Division advance eastward to serve the Yellow River defense mission. In this way, the west is the 1st and 9th Corps, the 3rd and 5th Corps are the 4th Corps in the west, and the 7th Corps are the main force of the Red 7th Corps serves as the east and south defense from Tongguan to Yulin. 4. The goal is to build a northwest economic circle.

5. It is recommended to establish the Red Army University, or the Chinese People's Anti-Japanese Military and Political University, as soon as possible, to cultivate military and political and economic cadres, with a high starting point and far exceeding the Whampoa Military Academy.
