The country has been having headaches over the traffic congestion, deterioration of the air environment and high housing prices in these metropolises, but it has never really strategically considered actively migrating these scientific research, education and medical resources to areas with more suitable inland conditions.
Of course, relocating these resources will inevitably encounter various resistances and oppositions, especially strong oppositions from vested interest groups. But from the long run and from the overall situation, this cost and temporary inconvenience are worth it, just like the smog and traffic problems in the capital. Is there a fundamental solution under the current conditions? No, because crowding so many people in such a regional environment is an unscientific and unsustainable development strategy and must be corrected. Even countries such as Brazil, Myanmar and Pakistan know that moving capitals to decompose urban functions, but the Chinese government has never been able to make this decision.

In the future, social development, including economic development, will be increasingly related to scientific research and educational resources in the competition of factors to a large extent. The key is to solve these resource distribution problems in a balanced manner. And what the central and western regions lack is precisely these, promoting this step. For capital and Shanghai, it should be a win-win move. This is exactly what the central government needs to do, and for local governments, it is obviously not enough to catch up.
