Volume 18, Chasing the Waves, Section 73: Urban Competitiveness
Only half a month left is the Spring Festival. In fact, 2005 has passed, and what we are waiting for is the beginning of 2006.
Lu Weimin was not sure how long he could stay in the position of Secretary of the Songzhou Municipal Party Committee. Maybe one year, maybe half a year, maybe two or three months, but the one-year youth class did make his future full of variables, so he must seize the time to make arrangements, push out some of his ideas and intentions, win everyone's recognition, and implement them.
In fact, since he talked with Andejian, Lu Weimin began to consider this issue. If the Provincial Party Committee and the Organization Department of the CPC Central Committee really intend to move themselves, what should I do before leaving?
I have been in Songzhou for a year and a half. If I were to re-study the first three months, I was setting the tone, and the fifteen months that began in the fourth quarter of 2003 were to start out their own development routines and put them into practice. The effect was obvious. Although the performance in 2005 was during my study at the Central Party School, in essence, everyone knew that this year was actually the further implementation and promotion of various policies in 2004, or the consolidation, and there was not much change.
It should be said that the achievements are on the surface. Songzhou's high economic growth for two consecutive years has opened a deep gap with other cities in the province, including Kunhu and Changzhou. Songzhou's current target opponent is no longer in the province, but is within the country.
The 181 billion GDP makes Songzhou lag behind Jinan by only 6.6 billion, and the 2 billion gap is behind Harbin, ranking 21st in the country's urban GDP. This makes Lu Weimin and several major leaders of the provincial party committee regret it. You should know that this is a big ranking including four municipalities directly under the central government, fifteen sub-provincial cities and all provincial capital cities. There are only four ordinary prefecture-level cities before Songzhou, including Suzhou, Wuxi, Fo*shan, Dong*guan, Suzhou and Guangdong provinces each account for two.
The development of the secondary industry in Songzhou is healthy. From industrial cultivation to oriented development, the development of the secondary industry is not only full of potential, but also broad prospects. However, it is undeniable that Songzhou has some lack or incomplete development of the tertiary industry. Although the proportion of the tertiary industry in Luxi is much higher than that of the secondary industry, although the proportion of the tertiary industry in the two districts of the old city is also higher than that of the secondary industry, for the three economically strong counties of Suqiao, Sui'an and Lucheng, the proportion of the secondary industry is still higher than that of the tertiary industry, and the proportion is not small. Similarly, the same is true for the Economic and Technological Development Zone, Lieshan and Yehe, which also lowers the proportion of the city's tertiary industry.
If Songzhou wants to embark on the path of modernization of comprehensive development, the healthy development of the tertiary industry will become proportional. At that time, Lu Weimin did formulate a strategy for Songzhou's industrial development, that is, to fully develop the secondary industry and lay a solid foundation. However, now it seems that the implementation time of this strategy is advanced, that is, this strategy needs to be adjusted in advance, and it is time to reconsider the coordination of the development of the secondary and tertiary industries.
Focusing on cultivating the tertiary industry needs to be included in the agenda. Fortunately, Luxi, Shazhou and Songcheng have come to the forefront, so Luxi certainly has nothing to say. But Shazhou and Songcheng still need to have more scientific and reasonable plans.
At present, the development of the tertiary industry in these two districts is still in the stage of wild growth. This is certainly determined by the market economy, but to make this wild growth healthier and more sustainable. Moderate intervention and guidance from the government are essential, seeking profits and avoiding harm, and giving priority to development. With a slight focus, these will help Songzhou's economy develop healthily.
This is probably his most urgent problem at the moment. Lu Weimin was still thinking about this problem when he was in a deep sleep.
The work efficiency of the Provincial Party Committee Organization Department is indeed very high. On the third day after Lu Weimin returned to Songzhou to work, a deputy director of the Provincial Party Committee Organization Department led a team to Songzhou and began an inspection of Lin Jun. Before the deputy director came to Songzhou, Yao Fang, executive vice minister of the Provincial Party Committee Organization Department, and Lu Weimin spoke on the phone to talk about the intentions of the Provincial Party Committee Organization Department. Lu Weimin expressed his understanding and support.
When the Provincial Party Committee Organization Department and his group left, Qin Baohua came to Lu Weimin's office, "Didn't they disclose the personnel arrangements in our city after Lao Lin left?"
"Baohua, do you think they know? Yao Fang was indifferent to me, and I don't know that the Provincial Party Committee Organization Department has no decision, or the Provincial Party Committee's main leaders have other arrangements, or that they have not considered this yet?" Lu Weimin shook his head, "No matter what they are, we will do as we think. Lao Lin has not left yet, and we can't go through the procedures, but we have to wait until the procedures are completed, I'm afraid that the province will have already decided on the people, so we have to go ahead."
"Well, there are many people staring at this position. Who makes our Songzhou jealous now?" Qin Baohua said proudly: "I have looked at the data of several coastal cities. It is a little worse than the neighboring us. Ning*bo is more than 240 billion, Da* connects nearly 230 billion, and Nan*jing is also just over 240 billion. Wuhan and Shen*yang have just exceeded 220 billion, and the winner will be this year."
"Baohua, let's do our own things well. At the current development speed, even if our growth rate drops by ten or eight percentage points, it will not affect our momentum. It is unstoppable for us to enter the top 20 cities in the country, so there is no need to worry about this anymore." Lu Weimin smiled, "I was a little obsessed before, and I always focused on this. Now I find that it's only a little bit different, and my mentality has changed a little. I think it's just that. I don't know if it's good or bad?"
"Secretary Lu, just like you said, we always have to find a goal for ourselves, right? Then we have the motivation, Suzhou and Hangzhou, we can't compare with each other. The only neighboring places are Nanjing and Wuhan. If we work harder, we can surpass them. Why not surpass them?"
Qin Baohua made a remark. As a mayor, if Songzhou could surpass the unattainable Nanjing and Wuhan in his office, it would definitely be a matter worth remembering in the history of the city. You should know that these two cities are well-known in the history of domestic cities, and are just a line of difference compared to Beijing, Tianjin, Shanghai and Guangzhou. They are definitely not cats or dogs.
"Well, you are right, but Nanjing and Wuhan are not so easy to surpass. It seems that our GDP total is not much away from them. Maybe we can achieve surpassing in the short term, but our deep potential is still very far away from them, such as high-end human resources, R&D power, humanistic accumulation, urbanization history, etc. In the final analysis, it is our attraction. The charm of the city is not enough. There is a gap between the charm of an industrial city and a comprehensive city. Why do many college graduates willing to choose to stay in those comprehensive metropolises and are unwilling to return to their hometowns, even though they know that the cost and pressure of living in their hometown are lower and smaller, in addition to more entrepreneurial opportunities and development opportunities, it is because there is a better living and working atmosphere there. Let's discuss, live, entertain and learn together, and they can find more friends and partners there. To do this, it requires the long-term accumulation of the urban culture of a city."
Lu Weimin still respects Qin Baohua very much. Judging from the current situation, the other party's performance is still worthy of recognition. He also hopes that if he really wants to leave Songzhou, then this stick can be handed over to Qin Baohua. Therefore, he hopes that the other party can understand that with the rapid improvement of Songzhou's economic strength, Songzhou's urban positioning and next development considerations must be further adjusted and optimized. In other words, Songzhou's urban positioning and conception in 2006 are completely different from 2003. As the ruling in urban management, we must learn to keep pace with the times based on the ever-developing city situation.
"The competition between cities in the future is a competition of an entrepreneurial environment. The purpose of optimizing the entrepreneurial environment is to attract more and more colorful talent communities to settle down and take root in the city. Therefore, to improve these conditions, we must ultimately implement them in our own work. Just in time, I want to talk to you about some of my work ideas after the beginning of the year, mainly some ideas on the development of the tertiary industry. Let's discuss and think about it together."
After hearing Lu Weimin actively mention the development of the tertiary industry, Qin Baohua became interested.
The whole city knew that Lu Weimin was a persistent industrialist and believed that the secondary industry was the real pillar and confidence of Songzhou. Therefore, when he was the executive vice mayor a few years ago, he spared no effort to support the restructuring of Songzhou's enterprises and maintained the existing industrial competitiveness of Songzhou. After Lu Weimin returned to Songzhou, he had a clearer attitude on this issue and spared no effort to develop the industrial industry. He also tilted towards industrial projects in attracting investment, and indeed achieved remarkable results.
Now Lu Weimin has taken the initiative to mention the development idea of the tertiary industry, and put it forward it in such a solemn manner, which shows that some of Lu Weimin's views and ideas have also changed. In other words, the rapid development of Songzhou has also made Lu Weimin reposition the current development pattern of Songzhou.
