Only by being grounded can we have confidence. Recently, I often go to the countryside. Sometimes I get up early and stay late at night to visit five or six villages a day. However, I often come and go in a hurry, and I don’t understand much about the actual situation and cannot understand the research problems. Recently, I went to live in the countryside in Haikou for research, which allowed me to make up for it.

It overcomes the shortcomings of previous rural surveys.

Early this morning, I rushed to Tankou Village, Longtang Town, a new resettlement site at the foot of Pingshen Ridge. This time, it was considered a "light vehicle and a simple journey". I took only two guards with me and took a fishing boat from the Tiandihui to go up the river.

In order to avoid being accompanied at all levels and not to interfere with the work of comrades in the county and township, I did not say hello to them at all. I wanted to stick to the end and live quietly in the village. As much as possible, "the village does not disturb the people and the county does not disturb the officials."

Just after 9 o'clock in the morning, we arrived at Tankou. This is a standard village on the west side of the Nandu River. The villagers' houses are as neat as military camps. There are double crops of rice and one season of green manure. There are a variety of miscellaneous grains in the ten border areas. According to county officials, the economic level is on the lower side among the immigrant villages, but it is not the poorest village.

I thought that there would be more people in the village during the off-season, but after entering the village, I saw few people. When I found the village chief, I found out that most of the people in the village had gone to work. After entering the village, I did not find a place to live first. The first thing I did was to ask the village chief.

Elder Huo suggested: "Now is the time to carry out farmland water conservancy construction. Food and accommodation are not urgent. Let's go to the construction site first to check the situation."

The village elder, Huo, is in his 40s, simple and kind, and is an outstanding cadre we selected from immigrants from Shandong. He didn't want me to go, "The construction site is both water and mud. Chief, just take a look." I insisted on going.

"It doesn't matter. Why go to the countryside if you're afraid of being dirty and suffering? I'll stay in your village tonight. I'll definitely have enough time."

On the way, Lao Huo mentioned that there are too many low-lying wetlands around the village, which often get waterlogged when there is a lot of rain in summer. "I can't plant good land!"

During this walk, I realized that there are quite a lot of low-lying lands here! This is a land formed by a bend in the Nandu River. It can be called a water town. There are many ponds and ponds. It is really a long detour.

We just walked to the construction site of the water conservancy project. As soon as we arrived at the construction site, we saw a young man in his 20s driving a "Simendhal" cattle.

There are many people gathered up and down the ditch. They are all digging the ditch. The tools are relatively simple, basically people dig on their shoulders, and there are not even a few wheelbarrows. The groundwater level here is very high. It is the dry season, but there is no water at the bottom of the ditch.

There is water on the calf level, and they have to use oxen to drive the water continuously. The migrant workers all roll up their trousers to work in the water, although the weather here is much warmer than on the mainland. The water temperature in winter is also very low, and I can't help but feel the hardship of the farmers.

The person who was directing the construction on the embankment was a young girl who looked less than twenty years old, but she was very experienced in her work. I asked about it and found out that she designed the project here and was also responsible for presiding over the construction.

I was secretly surprised that she was already designing and presiding over projects at such a young age. When I asked her again, I found out that she was a disciple of Ji Runzhi, a master in the field of architectural planning. She had been studying with him for five years. She is a rare all-round naturalized person.

Civilian construction engineer. She and her senior brother Ji Shu have been engaged in design and construction work since they were sixteen years old. They have designed and constructed projects all over Hainan, Taiwan and Jeju. It is true that heroes have emerged from youth since ancient times.

I asked about the specific construction situation, and Ji Yuan introduced that it is a drainage system, including drainage channels and supporting gates and ponds. Once completed, it can drain excess water from about 1,000 acres of land.

“The topography of Tankou is not conducive to agricultural production,” Ji Yuan told me. “Part of the cultivated land here is located in the hilly area beside the river. The terrain is high and requires water for irrigation. The other part of the land near the river is low-lying and needs drainage.

Seeing the lively labor scene, I couldn't help but want to participate. I asked the guard who went with me to lead the cows in front, and I drove the cows behind. After a while, I was sweating. I took off my coat.

He dropped the clothes and threw them in the grass at the edge of the field. The young man immediately picked up the clothes and held them in his arms. This small detail moved me.

The "Simendael" cow struggled to pull the water cart, but it was very obedient. An old woman who was boiling water next to me told me, "This cow will give birth to a calf in about ten days. We can't let the cow go too fast."

I asked whose family this cow belonged to. The old lady said that it was a tethered animal. It turned out that most of the villagers were poor and could not afford to tether large animals. Finally, at Lao Huo's suggestion, seven or eight households joined together to tether such a cow.

"It's more meticulous than serving our ancestors." The old lady said, "I just pointed it out and repaid the loan."

I felt sad when I heard this situation. I didn't expect that the farmers here are still so poor! They are completely incomparable with the advanced villages I have been to, and the gap between the villages has widened.

Because it was still during the Chinese New Year holiday, I finished work at around four o'clock in the afternoon. I returned to the village with everyone. Tankou Village is also a standard village built by the Senate to resettle refugees. The houses and streets are neat and clean.

The level is not satisfactory. Some farmers let pigs run around in the streets in search of food. This is not only unhygienic, but can also easily spread diseases.

I talked with Lao Huo about the living conditions of the villagers: the land yield here is low. Generally speaking, the village still eats two meals a day, with dry food in the morning and thin food at night. When farming is busy, they eat two dry food and one small food. It is better to eat the total amount of grain and other food.

The village is similar, but the proportion of fine grains is less, and even the proportion of miscellaneous grains has also dropped - Lao Huo reported that there are many farmers in the village who often eat pumpkin as a substitute for vegetables. In the collective warehouse in the village, I was surprised to see a brand new small steam pump inside. I asked Lao Huo, and Lao Huo said that it was used to support the dry field irrigation system in the highlands.

Following the clues, I followed him to the north end of the village. The terrain here is high, but the land is very flat. Lao Huo said that the land area is more than 200 acres. The land has been leveled, and the pipes connecting the irrigation channels on the hillside are also neat and intact.

The floor for installing the water pump has been built, but there are no signs of use. I asked: "Why not install the water pump?" The accompanying village cadre looked around: "We can't."

Later, Lao Huo told me that the Qiongshan Agricultural Demonstration Hongqi "Diversion of Water to the Mountain" project has not been used since its completion, because the installation of steam pumps is a technical job, and the users must be trained before they can take up the job. Standing on the cement base of the water pump, I saw that there was a water conservancy project beside the Nandu River that did not seem to be in use.

The embarrassing situation of "Diversion of Water to the Mountain" and "Qiannvdi" exposed a blind spot in our work. Project construction must solve the problems of supporting facilities, use and management, otherwise it will waste people and money.

Although Qiongshan is one of the few large agricultural counties in Hainan, the problems of engineering water shortage and poor utilization of water conservancy projects coexist.
