Chapter 52: Rewards for meritorious deeds

Su He and civil and military officials determined the system.

The next step is the most important task, reward based on merit.

Su He has already determined everyone's reward.

When discussing the system, Su He made it clear that he would not engage in a title system.

All people are born equal, no one is born superior to others.

The title system has little to do with civil servants, and they have no objection.

Most of the officers came from humble backgrounds and had no idea about titles.

They were accustomed to obeying Su He's orders, and no one objected.

Noble titles are not established in Suhe. The main reason is that the title system is too expensive.

The Ming Dynasty has now begun to default on the salary of the clan. Some of the clan members of the Ming Dynasty cannot buy food and starve to death.

Zhu Yuanzhang's descendants passed it on from generation to generation, and by the end of the Ming Dynasty, the clan had a population of hundreds of thousands.

Their salaries are a huge expense to the country.

The secondary reason is that many people are dissatisfied if the title is lowered, and it is not feasible to increase the title.

When Lord Hong established the institution, he granted a large number of princes titles, which eventually led to the inability to grant titles and a huge internal strife.

Suhe used medals to reward meritorious people, and made a total of five kinds of medals: jade, gold, silver, bronze, and iron.

Each medal includes certain privileges, but does not include tax exemptions.

Those who receive medals have the most basic privilege and are given priority for promotion under the same conditions.

Officers have the highest number of medals.

Su Xiong and Su Zhuang received a jade medal, and Su Hu and Li Fengming received gold medals.

Su Ying, Zhou Kai, Li Dazhuang and Zhang Yuliang won the Silver Medal.

Other officers who have made meritorious service at the regimental and battalion levels are awarded the Bronze Medal.

Grassroots officers who have made meritorious service will receive the Iron Medal.

Ordinary soldiers who have performed meritorious service also receive the Iron Medal.

There is only one civil servant, Li Zhisheng, who received a silver medal for his meritorious service in logistics management.

Winning bronze medals include Wang Zhongce, Jin Yinhua and others.

The Iron Medal is awarded to some officials who have made meritorious service.

The awarding of medals was quickly completed, and Su He was ready to announce the major positions in the commanding office.

He himself served as the Governor of the Governor's Office, Li Fengming served as the Chief of Staff, and Su Ying served as the Minister of the Military Police Department.

The army is undergoing a new round of expansion in order to prevent the army from being untrained and having its combat effectiveness weakened like what Su He did in Lueyang City.

Suhe adopts the method of veterans leading new recruits to quickly form combat effectiveness of the army.

In this expansion, a total of two divisions and three special brigades were formed.

Su Xiong was appointed commander of the first division.

Su Hu was appointed as the commander of the first brigade, Su Shi was appointed as the commander of the second brigade, and Su Shan was appointed as the commander of the third brigade.

Su Zhuang was appointed commander of the Second Division.

Wu Jie was appointed as the commander of the first brigade, Wang Heshang was appointed as the commander of the second brigade, and Su Li was appointed as the commander of the third brigade.

Li Dazhuang was appointed as the commander of the Guards Brigade, Zhang Yuliang was appointed as the commander of the Artillery Brigade, and Li Qingmu was appointed as the Commander of the Navy Brigade.

Su He's appointment was issued, and the officers' eyes became hot.

They did not expect that the effect of the medal was so good, and those who received the medal were promoted so quickly.

Su He ordered: "Chief of Staff Li Fengming, train a group of qualified brigade-level staff officers as soon as possible and add them to each unit."

To train staff officers, we need scholars who understand military affairs.

The education time of the current army is too short and it cannot train soldiers to serve as staff officers. It can only recruit scholars.

There are too few such talents, and now we can only ensure that each regiment has one staff officer.

If the number of battalion-level staff officers is not enough, they can only be cancelled.

"Vacancies for officers are recommended by each brigade, and those who are literate and have received medals are given priority. After being reviewed by the Governor's Office, they will be officially appointed."

After Su He announced the military appointments, he began to appoint civilian officials.

Wu Donglin served as the Minister of Dali Temple and concurrently as the executioner of Dali Temple in Hanzhong Prefecture.

Wang Zhongce, the official minister, also served as the prefect of Hanzhong.

Li Zhisheng, Minister of Household Affairs.

Zhou Kai, Shangshu of the Ministry of Justice.

Zhang Dezhi, Minister of Industry, and Su Wuniu, Minister of Industry.

Other positions available.

Zhou Kai was the most special. He made great contributions to open up Chencang Road and bought precious time for the army.

Later, as the injury worsened, the leg had to be amputated.

Zhou Kai studied hard in the army and now has learned to write.

Su He needs to find examples again to boost morale.

After the appointment, Su He said: "There are still many vacancies. I will then inspect suitable talents and let them fill the vacancies."

The vacant positions are the carrots placed in front of the scholars.

Attracting hesitant readers to join their ranks.

The magistrates of each county have been appointed before, and some of them should arrive at the local level.

There are two other important people, but Su He did not appoint them publicly.

Zhang Wansi, the former commander of the reconnaissance battalion, was ordered to form a cavalry battalion.

Su He finally managed to collect 500 healthy war horses, all of which were given to him for use.

In this era, cavalry played a very important role.

Su Changsheng wins over Su Ergou. His current position is a regimental commander of the Guards Brigade, but this is only a temporary position.

His true identity is that he is the leader of a secret service unit and is engaged in intelligence work.

After Su He appointed the official positions, he took the officers out of Lingyun Palace.

There were many soldiers standing outside the hall. These soldiers were all soldiers who had made great achievements in this war.

They are all recipients of the Bronze Medal or the Iron Medal.

The soldiers were neatly dressed and stood outside Lingyun Palace.

Su He stepped forward and said loudly: "Soldiers, our cause has initially been successful, and I want to share the fruits of victory with everyone.

Winners of the Bronze Medal will be awarded two hundred taels of silver, and winners of the Iron Medal will be awarded fifty taels of silver.

Winners of the Bronze Medal will be rewarded with a private house in Hanzhong Prefecture.

Winners of the Bronze Medal and Iron Medal can let their families borrow land near Hanzhong Mansion.

These are fertile fields and irrigated fields.

Tomorrow we will arrange blind dates for the unmarried medal winners so that everyone can find a wife."

Suhe now mainly rewards soldiers with money and honors, and no longer rewards land.

However, the salary of soldiers has not changed. It is still one acre of land per year. Only with this salary can we recruit enough soldiers.

Junior officers heard about this treatment.

He excitedly waved the military flag in his hand and shouted: "Long live, long live."

The soldiers were led by them and shouted together: "Long live, long live."

Su He came to a special military formation amid shouts of long live.

Most of them are disabled soldiers with missing arms and legs.

After a lightly wounded soldier is healed, he becomes an excellent veteran.

These disabled soldiers, they cannot become a soldier again.

"Soldiers, you have received your pension.

But this doesn't mean that I will give up on you.

My promise is always valid and will support you for a lifetime.

I hope that people who know how to write can become a grassroots official.

People who feel that literacy is too difficult can also become a grassroots patrol inspector or village chief.

You don’t have to worry about not being able to marry a wife, there will be dedicated help for you on your blind date until you succeed.

I, Su He, will never abandon you."

After listening to Su He's words, the wounded soldiers' eyes once again showed the light of hope.

Su He personally distributed medals and silver rewards to the soldiers and encouraged them with a few words.

He handed out all the medals from day to night.

These soldiers are the backbone of the army. As long as you get their heartfelt support, you can control the entire army.

"Mr. Li, how is the construction of the Pavilion of Heroes?"

Su He asked Li Fengming about the construction process of the Pavilion of Heroes.

This is a place where fallen soldiers are buried and heroes and martyrs are paid homage.

Li Fengming immediately replied: "This time we lost a total of 863 soldiers, including 26 with Bronze Medals and 138 with Iron Medals.

I have notified the family members of the medal recipients to come to Hanzhong City to receive the martyrs' rewards.

The pensions were also distributed in batches, and Su Ying sent people to monitor the distribution.

The Pavilion of Heroes will be built in three days."

"The pension must be arranged properly without any mistakes." Su He solemnly ordered.
